ABOUT THE MISSION
Following fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. Today there are more than 50,000 refugees, most of whom are in different locations: Tunaydbah, Um Rakuba, Village 8, Hamdayet and Babikri. All along 2021 SI was working mainly in Tunaydbah and launched wash activities in the new camp of Babikri in October – November.
In terms of wash in camps for 2022, HCR will fund SI in Babikri Camp (approx. 2500 individuals) and other donors are under identification (SHF, CIAA, ECHO) for Gedaref and West Darfour. Main activities implemented in Gedaref are: Latrines construction, supply water through water system, HP, solid waste management, wash in health (in 4 health centers: hardware and HP) and potentially Water trucking in case of needs (contingency funded by HCR).
Also, a WASH in Health program in consortium with PUI and funded by AICS (Italian Cooperation) was launched un July 2021 and will be over end of March 2022. As a continuation of this project, SI and PUI are in discussion with CIAA for a project of management and prevention of malnutrition in 2 of the 5 health centers supported under the AICS project (Village 8 and Basunda). In support of the screening and management activities (PUI), SI will offer food assistance to the treated households for 2 months, as well as complementary prevention activities and livelihoods support.
ABOUT THE JOB
Specific tasks and main challenges:
Note that the project is a foot in the door for the Sudan Mission and the desire of SI is to build upon this initial activity for the development of a larger mission. Initial reputation of SI on this project will have an affect on potential growth within the country.
Administrative processes in Sudan are long and with many steps, anticipation as much as possible needs is highly necessary.
Close collaboration with the logistics and Administrative departments is also required due to the Sudanese unstable economy and high inflation rate.
The rainy season will be on from May to September 2021, making liaisons with Basunda and Village 8 difficult and calling for a good anticipation of needs and rationalization of travels. Journeys take between 2.5 hours to Village 8 (including a ferry crossing) and 3.45 hours to Basunda in the dry season, and can be considerably longer during the rains. The long travel times mean that nights are spent in the field, particularly in Basunda (where SI has set up a campound). Emergency interventions on the camp will be necessary to support the conditions of living in the camp at that time**.**
Priorities for the 2/3 first months:
- Finalize the recruitment of the national Project manager (already launched before the arrival of the PM Launcher);
- In the meantime of the finalization of the national PM recruitment, coordinate with PUI to re-assess the situation in Basunda and El Fashaga (Village 8) localities, and preparation of a joint kick-off meeting and plan to be rolled-out;
- Prepare the ToR for the inception survey (including a market assessment and survey of livelihood opportunities in the areas of intervention);
- Training and capacity-building of the identified national Project Manager to take over the management of the CIAA project;
- To support him in the identification/recruitment/induction of the rest of the FSL program team;
- Implementation of the market and livelihood inception survey;
- Analysis and reporting following the survey;
- Based on the survey’s findings, amendment of the livelihood part of the project
- In coordination with PUI, preparation of the monthly (or bimonthly) food assistance to SAM/MAM children/PLW families assistance;
- Preparation of project management and operational expenses follow-up tools;
YOUR PROFILE
- Higher technical or generalist education (masters’ degree in agronomy, anthropology or any relevant level/field);
- At least 3 years experience in humanitarian missions, ideally in the field of cash or voucher programme (CVA) implementation;
- Experience in agricultural projects, income-generating activities, cash transfers, especially in the management of voucher projects;
- Experience in national team management, ideally is capacity building or coaching of senior managers;
- Experience in project management;
- Leadership and management skills
- Strong interest in the coordination of internal and external interventions
- Excellent organizational, planning and prioritisation skills
- Excellent writing skills in French, English would be a plus
- Flexibility and adaptability, innovative and flexible, able to find solutions quickly
- Strong work capacity and resistance to stress
SI WILL OFFER YOU
A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
