WASH Advisor At Big Heart Foundation

1. Introduction:

Established in response to the Syrian conflict, Big Heart Foundation is a Syrian-led, non-profit NGO founded in 2013, which aims to alleviate human suffering through the impartial delivery of humanitarian and development programs. Big Heart provides assistance & services to conflict affected populations, including essential food and Non-Food Items (NFI), Water, Sanitation & Hygiene (WASH), Livelihoods, and Education services. We specialize in the delivery of targeted aid to highly vulnerable populations in areas that are difficult to reach and correspondingly most under-served.

Big Heart Foundation invites qualified WASH consultants to submit a resume to engage as a consultant on Project Number 20838.

2. Objective

The WASH Advisor is responsible for the assessment, design, implementation, and evaluation of WASH infrastructure construction, solarization, rehabilitation and operations in communities targeted by Big Heart. The WASH Advisor will report directly to Big Heart’s Acting Country Director, Turkey office.

Scope of Work:

a. Provide programme support and technical advice on WASH

b. Provide technical support in design of solar system for selected water stations

c. Prepare BOQs and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantities) in coordination with the Senior WASH Officer in Turkey

d. Acquire Weekly updates on WASH in coordination with Sr. WASH Officer and Field WASH Lead Engineer and collect all technical notices about the quality of implementation.

e. Comment on weekly reports on progress of WASH programming, documenting any challenges or delays in work plans.

f. Lead the assessment of technical needs regarding WASH for new projects and monitor market prices changes.

g. Regular/ daily communication Antakaya office.

h. Ensure the technical quality of program implementation, as per project workplans, prepare gantt charts showing the progress and project objectives and in line with donor guidelines.

i. Assist the M&E team and provide any technical support required during the engagement for monitoring activities related to WASH projects.

j. Supervise and monitor the development of reporting systems for data collection, analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.

k. Flexibility in schedules and tasks is expected from the consultant.

l. Other tasks at the request of the line manager

3. Competencies Required:

a. Languages: Fluent in English, Arabic language skills would a strong advantage

b. Personal Skills:

i. Good command of design software such as Auto CAD and/or any other related software.

ii. Knowledge of humanitarian standards and codes, including SPHERE is preferred.

iii. Strong communication, negotiation and problem solving skills.

iv. Good Computer Skills.

v. Capacity Building in Emergency WASH

vi. Experience in Environmental and Social Assessment

c. Experience:

i. 15+ years of relevant work experience in related field.

ii. 10+ years overall experience in WASH sector in development and/ or emergency contexts.

iii. Experience in solar power water motor/ pump installation and design.

iv. Strong in designing solar power system regarding to capacity needs to run targeted system.

v. Previous experience working for NGOs is preferred.

vi. Experience working in development and humanitarian/crisis contexts in all the steps of the Project Cycle Management in middle-east.

vii. At least two assignments in middle-east in conflict situations in WASH sector.

4. Deliverables:

i. Comments on Weekly, monthly and Quarterly Progress Reports

ii. BoQs and designs for any civil works required (submission as and when required)

iii. Design and BoQs for Solarization of Water Stations (1 month upon signing the contract)

iv. Work plan for the entire project (15 days upon signing the contract)

v. Training Plan (15 days upon signing the contract)

vi. M&E Plan (15 days upon signing the contract)

4.1. Expected start date April 1, 2022

4.2. Expected Completion September 25, 2022

5. Place of Performance:

Remotely (possibility of travel to Turkey, if required)

6. Logistical Arrangements

The service provider will be responsible for their own transportation, accommodation and other costs should these arise, working remotely. If travel to Turkey is required, Big Heart will make all required arrangements.

7. Payment modality:

Payments will be made on a monthly basis for hours worked during the months upon submission of a time sheet, task list, invoice and required deliverables within 30 days of presentation of documents. The payment will be made via bank transfer in a USD account.

The consultants are required to submit on following guidelines:

6. All-inclusive daily rate in USD.

7. Request for Offer dated and signed on all pages.

1. Other Terms

1.1. Big Heart intends to engage on lowest cost acceptable offer.

1.2. All rates quoted should be in U.S. Dollars.

1.3. The payment terms are on monthly basis, net 30 after acceptance of the invoice and deliverables.

1.4. The payment will be made through Bank Transfer in U.S. Dollars to a U.S. Dollar Account, in the name of the Consultant

1.5. The Offer Validity should be for at least 90 days

2. Instructions for Submission

c. The offer should be submitted in a non-editable PDF format
