Senior Technical Officer Protection – MALI At Handicap International – Humanity & Inclusion

12-month fixed-term contract – MALI, Bamako – starting August 2025

DESCRIPTION OF THE MISSION/PROJECTS:

Present in West Africa for over 30 years, HI has an excellent understanding of the context and socio-cultural specificities. This contextual experience is also enriched by collaboration with authorities, communities and partnership with civil society organizations. In this region, HI implements humanitarian and development projects in several areas: physical and functional rehabilitation, mental health and psychosocial support, inclusive education, livelihoods and food security, explosive ordnance risk reduction, protection, conflict transformation and advocacy. More specifically, in the protection sector, HI in Mali is currently implementing actions to strengthen protection mechanisms for the country’s vulnerable populations, focusing particularly on women, children, internally displaced persons and people with disabilities.

The Senior Technical Officer (STO) for Protection contributes to the implementation of Humanity & Inclusion’s intervention strategy in the SAO region (Sahel and West Africa). This role focuses on providing technical guidance, capacity building, and ensuring high-quality implementation of protection projects implemented in Mali, in accordance with HI standards. The scope of action is subject to change.

The STO supports the cross-sectoral integration of protection approaches and provides technical expertise to teams, partners and stakeholders.

MAIN MISSIONS/RESPONSIBILITIES:

1. Provide Technical Expertise to Projects

  • Provide technical advice on gender-based violence (GBV), child protection, disability inclusion, and exploitation prevention throughout the project cycle.
  • Ensure that project tools and approaches are aligned with international standards (e.g., CPMS, IASC GBV Guidelines, HI Protection Policy and StratOp).
  • Support rapid gender analyses, risk assessments and protection needs analyses.
  • Guide teams and partners in implementing safe and inclusive protection activities.
  • Collaborate with other technical specialists to ensure the integration of protection approaches across sectors.
  • Adapt technical documents and tools according to project needs.

2. Capacity Building and Training

  • Strengthen the capacity of HI staff and partners to understand protection principles, GBV prevention and inclusive approaches.
  • Organize training sessions on protection-related topics, including disability inclusion and gender-transformative approaches.
  • Support the recruitment and assessment of protection-related staff by providing technical expertise.
  • Supervise and coach teams on the ground to strengthen their technical capacity.

3. Documentation, Capitalization and Learning

  • Contribute to the development of tools, standard operating procedures (SOPs) and guidelines for protection interventions.
  • Document lessons learned and good practices from protection activities.
  • Facilitate knowledge sharing through workshops, information sessions and communities of practice.
  • Ensure that project results feed into HI’s overall learning framework.

4. Emergency Preparedness and Response

  • Support the emergency preparedness and response efforts of the countries concerned in the protection sector, in particular through the adaptation of the relevant projects.
  • Contribute to the identification of measures to mitigate protection risks during new emergency projects in the countries concerned.

DETAILS ON SECURITY RISK, ISOLATION, LIVING AND TRAVEL CONDITIONS:

Life in Bamako offers decent living conditions, with good access to housing and basic goods, although medical services are limited. Travel outside Bamako is strictly limited and regulated. The travel and return system helps limit isolation due to movement restrictions.

experience

  • At least 5 years of experience in protection roles within INGOs, including 2 years in field positions.
  • Proven expertise in GBV prevention, child protection and inclusion of people with disabilities.
  • Experience in capacity building and technical coaching of teams.
  • Familiarity with West African contexts is an asset.

SKILLS

  • Solid knowledge of protection frameworks (e.g. CPMS, IASC Guidelines).
  • Ability to design and deliver training for adults.
  • Effective interpersonal, negotiation and communication skills.
  • Fluency in French; knowledge of English is an asset.

  • 12-month international contract ideally starting in August 2025;

  • Salary: from €2,448 gross/month; depending on professional experience;
  • Per diem: €615 net/month – paid in local currency in the field;
  • Hardship: €250 net/month
  • Paid leave: 25 days per year;
  • R&R: depending on mission level: Level 2: 5 days every 3 months
  • Unaccompanied Post:
  • Coverage of transport costs, visas and transport of your personal effects (from 12 months of mission);
  • From 12 months of mission: a child allowance of €100 paid from 2 dependent children, paid in local currency in the field;
  • Accommodation: Collective / Individual supported by HI;
