Expert Mechanic At Plan International

In order to strengthen the maintenance of vehicles used by HULO member NGOs present in the Central African Republic (CAR), it was decided to set up a shared human resources initiative, namely a mechanic expert to provide a dedicated diagnostic service and internal training for the logistics teams of HULO member NGOs, both in Bangui and in the provinces, to ensure the availability and operational reliability of the different types of vehicles used by humanitarian organizations in CAR. This mechanic will also be responsible for mapping reliable garages and suppliers of quality spare parts, in order to guarantee maintenance interventions in accordance with standards.

Its responsibilities are divided into 4 missions:

Mission 1: Vehicle diagnosis and support for organizations in implementing their maintenance and repairs.

  • Carry out a complete diagnosis of the vehicles of partner NGOs, in Bangui and at the partners’ operational bases.
  • Identify mechanical issues, including those related to critical systems such as braking, transmission, and the specific problem of counterfeit spare parts.
  • Propose a maintenance schedule for vehicles identified as requiring repairs.
  • Carry out an audit of spare parts control and stock security systems and propose mitigation measures.
  • Provide technical support to organizations in their maintenance operations and referral to identified garages for more major repairs.
  • Carry out a counter-expertise on the repair quotes provided by garages in order to check their relevance and consistency both in terms of costs and the parts to be changed/repaired.
  • Carry out minor repairs for breakdowns not requiring specific tools, before possible sending to the garage. Carry out post-repair checks on vehicles to ensure that the maintenance carried out by the garages meets the requirements and quality standards.

Mission 2: Team training

  • Identify the issues inherent in fleet management of NGOs participating in the initiative on a case-by-case basis, in collaboration with the logistics coordinator.
  • Adapt training themes based on the diagnoses carried out and the specific requests of each organization.
  • Provide training materials and practical guides to participants (logistics coordinators and mission leaders) to reinforce good maintenance practices.
  • Strengthen the autonomy of organizational teams to enable them to carry out a range of maintenance tasks themselves in a secure manner.

Mission 3: Mapping of garages and suppliers

  • With the support of participating logistics coordinators and structures in the CAR with internal garages, carry out a mapping of reliable garages and suppliers of quality spare parts to facilitate repairs and guarantee the supply of equipment that meets standards.
  • Support organizations in the process of setting up stocks of quality spare parts and/or in setting up long-term framework contracts for the purchase of spare parts.
  • Produce a report on the safest spare parts supply systems in and outside the CAR.

Mission 4 : Reporting et documentation

  • Produce an intervention report for each organization after each diagnostic and repair session.
  • Develop a monitoring guide and maintenance recommendations for each organization
  • Ensure the implementation of a tracking system for maintained vehicles for a detailed history of interventions.
  • Produce a final report on the risks associated with and their mitigations in the management of a vehicle fleet in the specific context of the Central African Republic.
