JOB DESCRIPTION

Job Title: Project Officer

Project / Department Title: ERL

Direct supervisor / Reports to: Project Manager

Job Purpose:

The Project Officer is responsible for overseeing Cash for Work (CfW), Vocational training, entrepreneurship development and income generation activities in target communities. He/She will ensure and support implementation of the vulnerability assessment framework, BNFs selection and planning of project, liaising with local authorities and community representatives, payment transfer. He/she is daily interacting and leading the field teams for implementation, coordinates with M&E, Finance, Logistic and Accountability and Security department. The Project Officer will report directly to the Project Manager.

Key Responsibilities:

  • Continuously monitor and supervise project activities, especially ERL activities including: CFW, vocational training, entrepreneurship development and income generation activities in order to meet its objectives within the logical framework, budget and the allocated time frame.
  • Ensure gender and protection principles are mainstreamed throughout the project planning, implementation and reporting.
  • Ensure quality control on administrative matters relating directly to ERL activities: MoUs, timesheets, payment schedules and its’ documentation, required paper-work, and maintain all documentation required to ensure accountability to the donor.
  • Submit high quality and timely weekly, monthly and ad-hoc reports that will be indicative of program progress during implementation.
  • Line-manage field team staff, maintain regular communication with the field team for daily updates, prepare regular and updated work plans to be shared with field team.
  • Liaise with donors’ program staff for matters related to project implementation at the field level.
  • In coordination with the project manager, follow up on budget and ensure the documentation for PRs and POs. In addition, commit with IYD’s SoPs and procedures in place.
  • Coordinate closely with M&E and other relevant units to ensure ongoing monitoring and beneficiary data is uploaded correctly.
  • Actively communicate and present IYD with counterpart donors during meetings, related UN cluster meetings, and any other ad-hoc meeting.
  • Additionally, prepare presentations where possible and present them on the available platforms.

Qualification (Education – Work Experience):

Essential:

  • Bachelor’s degree in a related field or equivalent work with at least two years of experience in implementing early recovery programming.
  • Excellent knowledge of the Humanitarian Reform process and the role of the humanitarian community (UN System and NGO).
  • Demonstrated flexibility and creativity in planning, sound judgement and ability to make impartial recommendations.
  • Applied knowledge in program management, project formulation, its program cycles, and remote management.
  • Excellent communication and reporting skills.
  • Fluency in Arabic and English, both written and verbal.
  • Ability to use Microsoft Office programs including Excel, Word, Outlook, and PowerPoint in a professional way.

Desirable:

  • PMP or PMD certificate holder.
