The German Red Cross Delegation in Central America (CRAL), based in Tegucigalpa, Honduras, has been providing assistance in the areas of anticipatory action, disaster risk management, climate change adaptation, water, sanitation, and hygiene (WASH), and migration since 2019. Its work focuses on strengthening capacities, building strategic alliances, and scaling up its actions at the level of rural communities, national authorities, and National Red Cross Societies.
The CRAL Delegation works in countries that have historically been exposed and vulnerable to multiple threats, with a high frequency of disasters in the context of climate change. For this reason, the ReAdapta Project was created . It aims to strengthen comprehensive risk management in Honduras and El Salvador by including national climate objectives and promoting nature-based solutions. It will be implemented between 2025 and 2027.
ReAdapta will contribute to strengthening the capacities of communities most exposed to extreme weather events through more comprehensive and coordinated disaster risk reduction (DRR) among community organizations, government institutions, and Red Cross National Societies (NS). This will contribute to the objectives of national risk management plans (NRMPs), national climate change adaptation plans (NAPs), and Nationally Determined Contributions (NDCs).
The consultancy aims to develop gender and social inclusion assessments and inclusive participation mechanisms for climate change adaptation and disaster risk reduction, with strategic proposals that contribute to local governance, as well as planning tools for DRR and ACC in Honduras and El Salvador.
Consulting activities
- Work plan.
- Gender and social inclusion assessment in climate change and climate risk management in Honduras and El Salvador: case studies and good practices at the community level.
- Diagnostic assessment of governance and its participatory mechanisms for climate change adaptation and disaster risk reduction, with a gender and inclusion focus.
- Develop a proposal with strategies and methodologies for inclusive community participation as a contribution to local planning for ACC and DRR, and in national instruments such as NAPs, NDCs, and PNGRDs.
- Develop workshops with the Salvadoran and Honduran Red Cross on measures and methodologies for gender and inclusion in activities, as well as inclusive participation mechanisms.
- Provide technical assistance to the Honduran Red Cross and Salvadoran Red Cross in structuring and developing two forums on the results of the consultancy, in Honduras and El Salvador.
Scope of the Consulting Contract
- Type of contract and modality:Â External Products and Services Contract, Lump Sum, where travel, accommodation, materials, and other associated expenses must be covered, which must be included in the economic offer.
- Contract Duration:Â Seventy-five (75) days of effective effort time during a period of four (4) months.
- Location:Â The consulting team will work in Tegucigalpa, Honduras, with transfers to El Salvador. Virtual communication may be used, and they must report to the Honduran Red Cross offices upon request.
- Responsible person:Â The consultancy will be supervised by the German Red Cross technical team in coordination with the Salvadoran and Honduran Red Cross.
Qualifications and experiences
Required equipment
- Two professionals with university degrees in social sciences specializing in gender and social inclusion.
- A university graduate in environmental sciences, biology, forestry, or a related field, with extensive experience in climate change adaptation, preferably with a specialization and/or master’s degree in climate change or nature-based solutions.
- A university graduate in environmental sciences, biology, forestry, or a related field, with extensive experience in disaster risk management programs, preferably with a specialization and/or master’s degree focused on reducing climate risks.
Experience
- At least ten (10) years of experience working in their area of specialization, practicing their profession in public and private institutions. Experience in international cooperation and Central American governments will be valued.
- Experience in developing gender and inclusion diagnostics applied to disaster risk management and climate change adaptation.
- Experience in governance analysis and inclusive participation mechanisms within the framework of local and central planning.
- Experience in nature-based solutions (NBS) and/or ecosystem rehabilitation.
- Extensive knowledge of international frameworks and national instruments related to climate change and disaster risk management.
- Experience in risk analysis, planning, and project management, as well as risk knowledge management.
Assessment
The consultant or firm will be directly responsible for the development of the consultancy and the sole focal point. If the application is submitted outside of Honduras, the financial proposal must take into account that the Honduran tax regime retains 25% of sales tax.
The award of the contract will be determined by the following criteria and evaluation scores:
- Professional experience and technical capacity (max 60%)
A1. Proven experience of at least 10 years in developing products related to this topic. (20%)
A2. Formation of technical teams with proven specialists. (15%)
A3 . Technical proposal submitted (25%)

Payment Methodology
Payments will be made according to the following schedule. The order is based on the receipt and approval of the main deliverables of this consultancy.
- First payment 20% of the contract once the product is approved 1. Approval of the work plan with methodologies, activities and schedule.
- Second payment: 20% of the contract once product 2 is approved . Gender and social inclusion assessment in climate change and climate risk management in Honduras and El Salvador: case studies and good practices at the community level.
- Third payment: 30% of the contract once product 3 has been approved . Diagnosis on Governance and its participation mechanisms for climate change adaptation and disaster risk reduction, and product 4 has been approved . Develop a proposal with strategies and methodologies for inclusive community participation as a contribution to local planning for ACC and DRR, and in national instruments such as PNA, NDC, and PNGRD.
- Fourth payment: 30% of the contract payment once product 5 has been approved . Develop workshops with the Salvadoran and Honduran Red Cross on measures and methodologies for gender and inclusion in activities, as well as inclusive participation mechanisms, and product 6 has been approved . Provide technical assistance to the Honduran Red Cross and the Salvadoran Red Cross in structuring and developing two forums on the results of the consultancy, in Honduras and El Salvador.
