Organization

3iS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.

Context

The main objective of this project is to strengthen coordination among humanitarian actors through analysis, evaluation, and the provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.

EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management at the service of humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.

Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize information management tools, technologies, platforms, and best practices to respond more effectively to humanitarian crises.

Description of Services

The individual responsible for providing these services will be responsible for organizing data collection, performing its technical analysis and interpretation, and generating reports and visualization products understandable to diverse audiences. To do so, they must have knowledge of programming languages such as Python or R, database management, and information visualization techniques. They will also use artificial intelligence tools to develop practical solutions, such as process automation or the implementation of intelligent agents. The consultant will develop information products derived from data analysis, interpret the information with technical criteria, and communicate the results clearly, autonomously, and effectively, in a collaborative environment geared toward the strategic use of data.

Activities

A. Specific activities:

  • Compile, debug, process, and analyze information from primary and secondary databases, applying methodologies appropriate to the purpose of the contract.
  • Prepare, draft, and present technical reports and information products aimed at coordination, decision-making, and dissemination processes.
  • Identify, establish, and manage information exchange flows with key stakeholders and institutions, in accordance with project requirements.
  • Apply and incorporate data processing and analysis methodologies, as well as document the implemented procedures in detail.
  • Review, validate, and propose relevant statistical methodologies for the collection, processing, and analysis of both primary and secondary data.
  • Provide technical assistance in the implementation of artificial intelligence-based solutions aimed at process automation, conversational agent development, and predictive analytics.
  • Develop and maintain reproducible and efficient scripts for statistical analysis, using languages such as Python, R, Stata, or others as appropriate.
  • Design and generate interactive visualizations and automated reports using tools such as Power BI, online dashboards, or notebooks.
  • Technically manage and update clear and structured technical documentation on the processes performed, workflows, and best practices in data science.

B. Cross-cutting activities:

  • Prepare the work plan and promptly communicate its progress, difficulties, and challenges to the contract representative.
  • Attend the project’s in-person spaces.
  • Carry out field missions when their participation in the project is required.
  • Prepare monthly progress reports.
  • Ensure timely delivery of products.
  • Participate in cross-cutting groups in a timely manner.
  • Contribute to the organization’s knowledge management strategy and strengthen internal knowledge on the use of statistics and AI in data management.

MINIMUM QUALIFICATIONS:

Education

Professional with a university degree in statistics, mathematics, data science, economics, or related fields. Postgraduate studies or additional training in data science, artificial intelligence, or machine learning.

Experience

To be eligible, applicants must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference. Experience in the humanitarian sector (desirable) will be highly valued, as will participation in primary and secondary data collection and analysis processes. Previous experience in the use of artificial intelligence tools, process automation, or intelligent agent development (desirable), and the preparation of technical reports or analytical products aimed at non-specialized audiences will also be considered relevant.

Technical Skills

  • Strong training in statistics, data science, or related disciplines, with conceptual and applied mastery in the processing of quantitative data.
  • Knowledge of descriptive and inferential statistical methodologies, including sampling techniques, multivariate analysis, and predictive modeling.
  • Proficiency in statistical programming languages, with demonstrable experience in at least one of the following: Python or R.
  • Skills in the use of artificial intelligence tools applied to data, such as machine learning, natural language processing (NLP), rule-based agents, or language models (LLMs).
  • Knowledge and use of statistical analysis tools such as SPSS, SAS, STATA, R or other relevant technical packages.
  • Familiarity with data visualization platforms, such as Power BI, Tableau, or other similar tools.
  • Management of information systems and databases, with the ability to extract, transform, and analyze data from various sources.
  • Advanced proficiency in the Microsoft Office suite, with special emphasis on the use of Excel for data analysis and report creation.
  • Ability to work with a results-based approach, focused on meeting standards and measurable goals through management indicators.
  • Ability to document processes, communicate technical results clearly, and collaborate in interdisciplinary and dynamic environments

Languages

Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
