The Program Directorate oversees the development and implementation of the organization’s programmatic strategy. It provides support to the entire program management team at headquarters and country offices. It ensures the systematic implementation of practices in international cooperation project management.
Main responsibilities
- Participates with other departments in establishing annual objectives, priorities, orientations and action plans in line with the organization’s overall strategic thinking;
- Develops and implements a global vision and strategic programming directions for the entire organization;
- Establishes and ensures the proper management of the strategic plan of the programs based on the principles of results-based management in compliance with the budgets, policies and procedures in force;
- Ensures that ASF Canada’s programming results are achieved and approves necessary adjustments as needed;
- Ensures harmonization of program management practices and their efficiency in order to achieve established objectives and results;
- Is responsible for managing cross-cutting themes related to programs such as gender equality, monitoring and evaluation as well as the development of common programmatic tools;
- Ensures effective and efficient management and structure of the ASF Canada programs team;
- Responsible for program accountability to donors according to donor standards and contribution agreements.
- Supervises, supervises and evaluates regional coordination positions, thematic expertise and country management;
- Ensures effective and efficient management of the programmatic budget according to the standards and procedures established by the organization;
- Contributes to the identification of funding opportunities and the creation of strategic partnerships;
- Validates the alignment of development strategies with the programmatic vision and our theory of change;
- Ensures the development and implementation of an organizational process for programmatic monitoring and evaluation;
- Responsible for security issues for programs and, in collaboration with senior management, participates in the crisis unit;
- Represents ASF Canada and develops relationships with funders, partners and stakeholders in Canada and internationally.
And, in general, performs any other related task useful or necessary at the request of the organization.
Desired profile
- University education in a relevant field (law, management, administration, international development), or an equivalent combination of studies, professional training and experience;
- At least ten years of experience in results-oriented project management;
- Expertise in financial and budgetary management of international programs;
- Experience working or cooperating in a fragile state or in a developing or conflict-affected country;
- Strong teamwork skills in a multidisciplinary context, interpersonal skills, interpersonal intelligence, strategic vision and political sense;
- Leadership focused on collaboration and achieving results;
- Experience or skills in relations with government, institutional or private donors in the field of international cooperation;
- Oral and written communication skills in French and Spanish.
Assets
- Oral and written communication skills in English;
- Knowledge of international development issues and policies;
- Expertise in human rights, international law or humanitarian law.
