Caritas Austria is currently seeking an expert to conduct a final review of the RECOUVRER II program , implemented in Burkina Faso and Senegal . The program is funded by the Austrian Development Agency (ADA).

Program Title: Strengthening the Resilience of Vulnerable People in West Africa to Cope with Various Crises and Their Consequences (Phase 2)
Since November 2023, Caritas Austria, together with seven partner organizations (Caritas, HOPE’87, Horizont3000, ICEP, Jugend eine Welt, Light for the World, Austrian Red Cross), has been consolidating the consortium program for strengthening the resilience of vulnerable people in West Africa (RECOUVRER II).
Overall objective: To contribute to mitigating the social and economic impact of natural and man-made disasters in Burkina Faso and Senegal.
Project objective: To strengthen the resilience of vulnerable groups, particularly women and people with disabilities, affected by multiple crises (security crisis, climate crisis).

OBJECTIVES OF THE FINAL REVIEW:
The main objective of the final review is to evaluate the results obtained after two years of implementation of the program, by measuring progress towards its objectives, identifying successes, challenges encountered and adjustments needed to improve future interventions.
- Evaluate the relevance, effectiveness and sustainability of the program by examining the alignment between objectives, activities and results, the success factors or obstacles, as well as the capacity of the actors to sustain the achievements.
- Identify weaknesses and challenges encountered during implementation and understand their root causes.
- Review the consortium’s contribution to local, Austrian partners and the lead consortium in order to assess the effectiveness of the established synergies.
- Study the positive stories of the beneficiaries , in order to measure the changes observed in their lives, in relation to the objectives, the measures implemented and the monitoring system used.
- To draw out lessons and recommendations to improve the design and implementation of future programs.
SCOPE OF THE FINAL REVIEW:
This review may focus on the relevance, effectiveness and sustainability of the program while addressing some aspects of interest with respect to other criteria.
The specific final review questions formulated below are indicative. Based on these and following initial consultations and document analysis, the consultant team will discuss them with the RECOUVRER II program team and propose/justify in its inception report a complete and finalized set of final review questions with an indication of indicators, as well as relevant data collection sources and methods.
For the final review, a significant portion will be devoted to learning feedback and the experiences of the consortium partners (Burkina Faso, Senegal, and Austria), with particular attention to feedback from implementation partners. However, it is also crucial to incorporate the testimonies of beneficiaries.
