Job Purpose:
The position will provide technical backstopping on the overall livelihood programs under Syria Response Strategy. The position will support to development and coordination of the quality of the implementation of the livelihood activities for Syrian Refugees and host communities in Syria Jordan & Turkey.
The position will be supporting the representation in different external platforms and building collaborative relationships among potential partners for future scope. S/he will be responsible for quality implementation and reporting for livelihood and early recovery interventions to contribute to the strategy overall. S/he needs to maintain a congenial working relationship with a cross-functional team to achieve the goals of the entire Syria Response team.
Major Responsibilities:
Technical backstopping in Programme Development
· Support in formulating strategy within the response strategy
· Connect necessarily with technical leads at the CoP level
· Support in developing the Livelihood sector log frame for the strategy
· Support technical designing of new livelihoods proposals
· Ensure partners, community and stakeholders engagement in planning, designing and quality assurance of the project
· Ensure development of livelihoods activities in alignment with government, donors, sphere, WVI and sector DADD guidelines with the support of Operations
· Support organizational capacity assessment of partners and potential partner organizations on livelihood
· Support in the development of the budget for Livelihood related projects
Capacity Building
· Support Capacity Building initiatives on livelihood related project staff in coordination with the Operations team/Tech manager & TSO to improve the quality of implementation
· Provide technical feedback on the project reports and after visiting the project and share best practices across
· Identify and work with Operations/P&C to build capacities of staff in the livelihood sector, especially with Tech Manager’s support
· Identify and work with partner organizations to improve their capacity to implement quality livelihood intervention
· monitor technical standards in alignment with donor and WV guidance”
· Provide technical inputs and recommendations in the procurement process for livelihood services and materials
Coordination, Networking & External Engagement
· Represent World Vision at Livelihood sector coordination/donor meetings in Jordan, Turkey and Syria
· Extend support in building relationships with other livelihood actors, UN, donor’s counterparts and other I/NGOs
· Seek opportunities to collaborate with other organizations in both coordination, learning and programming
· Network with other WV entities, particularly around best practices, technical approaches and resource acquisition
· Provide WV’s communications & advocacy department with information to highlight WV’s livelihood activities and impact
Monitoring, Reporting and Evidence Building
· In cooperation with the MEAL team, support to strengthen the M&E systems
· Assist the MEAL team in the selection of appropriate indicators and tools for monitoring
· Review, analyse provide inputs and feedback on livelihood programs/projects to improve quality (including assessment, design, monitoring, and evaluation)
· Utilise M&E data to make operational improvements
· Ensure compliances with WV and donor standards in the implementation & management of livelihood programs
· Quarterly reporting on the sector or as required by the Syria Response Management
Learning & Research
· Ensure experiences and lessons learned are shared between teams and incorporated into new concepts or proposals
· Support in the design & carry out sectoral assessments like Market Assessment for Cash Programming, Local Value Chain assessment, Livelihood Subsector Assessment, poverty on Ultra Poor graduation, etc.
· Collaborate with MEAL department, sectoral or academic actors to indemnify and pursue focused research initiatives
· Identify new trends and opportunities in order to adapt technical approaches and models
· Identify unintended consequences and work to adjust projects and sectors to address challenges and take advantage of opportunities
· Keep abreast of the reports being released by others on Livelihoods in Syria, Jordan, and Turkey.
Others – duties as required by the direct supervisors
Required Professional Experience:
· Minimum 5 years of experience in humanitarian livelihood, early recovery, resilience, and Cash programming
· Strong understanding of livelihood, early recovery/resilience, Cash programming & models
· Good coordination & networking skills
· Ability to work in and contribute to a collaborative team environment
· Willingness and ability to travel to project areas
· Excellent problem solving and analytical skills
· Detailed orientation
· Ability to work with minimum supervision
Required Education, training, license, registration, and certification:
· Bachelor’s degree is required in Economy/Business Administration/Human Development/Social Science or a related field
· A Master’s degree is preferable
Preferred Knowledge & Qualifications:
· Humanitarian relief experience with INGO or UN in the livelihood/Early Recovery sector
· Experience engaging NGOs with private sector companies
· Experience working with major donors
Travel and/or Work Environment Requirement:
· The position requires the ability and willingness to travel domestically and internationally up to 10% of the time
Language Requirements:
· Knowledge of Arabic is a must
· Excellent knowledge and communication skills in English
