Context :
Médecins du Monde (MdM) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.
We want universal health coverage where every person has access to care, without barriers (financial, cultural, geographical, etc.).
To carry out our mission, we rely on three pillars:
- Care : provide real access to care for populations.
- Change : more than helping, we want to change things in the long term.
- Bearing witness : We do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to healthcare. In particular, people on the margins of society (homeless people, undocumented immigrants, drug users, sex workers, etc.); children in vulnerable situations ; women (supported in their fight for equality or against gender-based violence), etc.
The North Africa region currently consists of two countries: Tunisia and Morocco.
Mission framework:
In a context of tightening European migration policies, violations of the fundamental rights of migrants in North Africa are increasing: restrictions on access to healthcare, police violence, border blockades, inhumane or degrading treatment. Faced with this situation, Médecins du Monde, in collaboration with its partners in Morocco and Tunisia, wishes to strengthen its advocacy by producing rigorous analyses based on data collected in the field.
In Morocco, MdM collaborates with several partners with heterogeneous databases. These partners will need support in processing, structuring, and exploiting their data to enable coherent and consolidated analysis.
In Tunisia, our organization has an Individual Patient File (IPF), a structured data collection tool linked to our medical and psychosocial services.
The objective of this mission is to produce reliable and usable data to support evidence-based advocacy, particularly against European migration policies and their impacts on the rights of migrants.
Objectives of the consultancy:
For Morocco
- Carry out a diagnosis of partner databases: structure, content, reliability.
- Identify, with partners, the available and exploitable variables linked to:
- To the physical and mental health of the migrants accompanied (with a particular focus on mental health),
- To the violence experienced and its impacts (with a particular focus on GBV),
- To the reported migratory routes.
For Tunisia
- Clean and structure the existing DPI to extract key data and advocacy indicators on:-The impacts of migration policies on physical and mental health,-The violence suffered and its consequences,-Migratory routes and their evolutions.
Expected results:
- For Morocco: Data from cleaned partners that can support advocacy on the consequences of migration policies on access to health and the protection of migrant populations
- For Tunisia: A DPI database in Tunisia cleaned and analyzed and extraction of data that can support advocacy on the consequences of migration policies on access to health and the protection of migrant populations
Mission deliverables:
- Identify and extract, for each of the two countries Tunisia and Morocco, the data relating to:
- The impact on the physical and mental health of migrants,
- To the violence suffered (physical, psychological, sexual, institutional, etc.) and its consequences,
- To the migratory routes taken, including points of departure, transit and places of intervention.
- Produce an initial analysis of these elements, for each of the two countries, in the form of dashboards, key indicators, graphs and narrative summaries.
Consultant profile:
- Master’s level training in social sciences, project management, monitoring/evaluation/accountability, international development, or a related field,
- Proven expertise in data cleaning and analysis,
- Proven expertise in safeguarding and PSEA policies,
- Experience in evaluation missions (benchmark surveys, project evaluations),
- Experience in capacity building,
- Knowledge of the North African context is an asset,
- Knowledge of migration and human rights is an asset.
NB: It is essential to have a tax identification number for contracting.
Mission schedule:
The mission is planned to last 14 days, between September 1 and 30, 2025.
The consultant may propose in his/her technical and financial offer an execution schedule which he/she considers necessary for the completion of the mission, justifying it.
