- Mission objectives
1.1 General objective
Conduct an analysis mission within the framework of the Children and Youth on the Move (EJM) project in order to establish synergies and avenues for collaboration with civil society actors within the framework of phase 2 of the project.
1.2 Specific objectives
- Identify and map the key actors involved in the health sector (Primary Health, Migration Health and Rights, SRHR/GBV, Mental Health and Psychosocial Support), with a focus on Children and Youth on the Move (CYM): national and international NGOs, public institutions, community structures, United Nations agencies, etc.
- Collect qualitative information on the priority health needs of Children and Young People on the Move, and more generally of vulnerable populations, particularly in relation to SRHR/GBV and mental health
- Understand the dynamics of humanitarian coordination and the room for maneuver for a possible intervention by an international NGO, through local partnerships.
- Understand the institutional dynamics in the face of a possible intervention by an international NGO, through local partnerships.
- Explore the administrative formalities for registering and/or being able to financially support local associations with the support of a specialist firm
- Formulate recommendations on the opportunities and conditions for MdM positioning.
2. Methodology
The interviews will aim to cross-reference perspectives (local and international NGOs, health professionals, associative networks, technical and financial partners) to produce a detailed analysis of health issues and local dynamics.
3. Expected deliverables
A mapping of key actors (local and international NGOs, institutions, United Nations agencies, financial partners, community networks).
- A summary note on the priority needs identified (5-7 pages).
- An analysis of opportunities, risks, and strategic recommendations for MdM (maximum 5 pages).
- An oral presentation to the relevant teams (regional office)
The consultant or team of consultants will provide a consolidated final report, including an analysis of the intervention context and concrete avenues for positioning , with a focus on priority populations (people on the move, women, young people, disadvantaged populations, etc.).
4. Profile(s) sought for the “context and stakeholder analysis” consultancy
- Very good knowledge of the Algerian context and its political, social, and health dynamics.
- Proven experience in humanitarian coordination, context analysis or needs assessment, ideally in the North Africa region.
- Excellent analytical and synthesis skills, sensitivity to community approaches and human rights issues.
- Perfect command of French and English. Mastery of Arabic is an asset.
5. Expected deliverables
- Estimated duration: 20 to 25 working days spread over 4 to 6 weeks.
- Desired start date: 01/09/2025
- Supervision: the mission will be managed by a steering committee composed of the North Africa Regional Director, regional EJRM coordinator, regional Grant & partnership manager and the regional HR Coordinator.
- Validation procedures: the deliverables will be validated by MdM after interim presentation and discussions.
