3IS is an international non-profit organization whose mission is to provide information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.
Context
The 12-month “Echoes of Resilience” project will implement innovative solutions for climate adaptation in the Amazon, specifically in the Archidona canton (Ecuador) and the Punchana district (Peru), areas highly vulnerable to extreme weather events such as floods and droughts.
The goal is to close this gap by deploying an advanced socio-technological solution centered on a community-based early warning and information system. This system integrates two main components:
Predictive Analytics Platform: A robust cloud-based platform that uses artificial intelligence to consolidate and analyze data from multiple sources, including satellite imagery, official forecasts, and real-time citizen reports.
Community Engagement Channel: A network of intelligent chatbots, accessible via WhatsApp, that functions as a two-way communication channel. Through this tool, communities can receive critical information and digital training, as well as actively report risks and impacts, enriching the system with validated data from the field.
The project strategy goes beyond technological implementation and is based on a participatory and sustainable approach. The leader of this initiative will oversee technological development in coordination with other 3iS teams, knowledge transfer to implementing partners, and the development of a comprehensive local capacity-building program.
This project represents a unique opportunity to lead a cutting-edge, multi-country, multi-sector intervention at the intersection of technology for social good, humanitarian action, and climate justice.
Description of Services
The individual offering these services is responsible for developing and implementing a teaching guide for humanitarian organizations’ work with communities on geographic information management for humanitarian response. They will also be responsible for facilitating the active and meaningful involvement of communities in all phases of the project, promoting inclusive participation, ongoing feedback, and accountability to the project team, partner organizations, and donors.
Activities
A. Specific activities:
- Lead and execute the initiation and closure of community engagement processes, ensuring that humanitarian principles and the accountability approach to affected populations (AAP) are applied.
- Conduct regular meetings with partners and staff to ensure the proper implementation of community engagement activities and ongoing feedback from communities.
- Together with the 3iS technical team, systematize community files, maps, and other data related to community engagement processes, including the creation of dashboards and web pages that visualize and consolidate the results of the actions carried out.
- Participate in regular meetings with World Vision and its working groups, ensuring the proper completion and delivery of outstanding products, including localization and community engagement.
- Ensure proper coordination between LOREAL and 3iS on community involvement and project location.
- Promote the implementation and use of artificial intelligence models in the community channel, ensuring that the information generated is understandable, accessible, and useful to the population.
- Promote the active use of the community chatbot network as a means of two-way communication, ensuring that communities receive relevant, timely, and reliable information, and that their reports are incorporated into the information system.
- Coordinate community digital training processes with the technical team to strengthen local capacities in the use of chatbots and other information tools that may be included.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties, and challenges to the contract representative.
- Attend the project’s in-person spaces.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports, including indicators of the usage and effectiveness of the chatbot network and the implementation of AI models in the community component.
- Ensure timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy.
- Ensure compliance with humanitarian principles and the AAP throughout all phases of the project , ensuring that communities are informed, actively participate, and maintain a permanent channel of communication with the project team.
MINIMUM QUALIFICATIONS:
Experience
To be eligible, the individual offering these services must have at least five years of professional experience in activities related to community work, citizen participation, social development, or community consultation and inclusion processes.
Proven experience facilitating participatory spaces, such as workshops, focus groups, community interviews, or assemblies. Knowledge and experience implementing community feedback and accountability mechanisms.
Technical Skills
- Skills for building pedagogical methodologies.
- Knowledge of humanitarian response.
- Information systems management and data analysis skills.
- Ability to work based on objectives and meet standards through management indicators.
- Knowledge of regional and national migration dynamics, its actors, and an understanding of the policies implemented in the area.
- Advanced Office management.
Education
Professional with a university degree in Social Work, Anthropology, Sociology, Political Science, Law, Economics, Mass Communication, or related fields. Postgraduate studies in topics related to community development, citizen participation, human rights, social management, or international cooperation will be considered.
Languages
Fluency in Spanish (speaking and writing) is required, along with advanced knowledge of English (desirable).
Responsibility to beneficiaries
Staff are expected to respect the principles of accountability to beneficiaries of 3IS programs in line with international standards, while actively involving beneficiary communities as equal partners in the design, monitoring, and evaluation of 3IS projects.
