3iS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.

Context

The 12-month “Echoes of Resilience” project will implement innovative solutions for climate adaptation in the Amazon, specifically in the Archidona canton (Ecuador) and the Punchana district (Peru), areas highly vulnerable to extreme weather events such as floods and droughts.

The goal is to close this gap by deploying an advanced socio-technological solution centered on a community-based early warning and information system. This system integrates two main components:

Predictive Analytics Platform: A robust cloud-based platform that uses artificial intelligence to consolidate and analyze data from multiple sources, including satellite imagery, official forecasts, and real-time citizen reports.

Community Engagement Channel: A network of intelligent chatbots, accessible via WhatsApp, that functions as a two-way communication channel. Through this tool, communities can receive critical information and digital training, as well as actively report risks and impacts, enriching the system with validated data from the field.

The project strategy goes beyond technological implementation and is based on a participatory and sustainable approach. The leader of this initiative will oversee technological development in coordination with other 3iS teams, knowledge transfer to implementing partners, and the development of a comprehensive local capacity-building program.

This project represents a unique opportunity to lead a cutting-edge, multi-country, multi-sector intervention at the intersection of technology for social good, humanitarian action, and climate justice.

Description of Services

The individual providing these services will be responsible for designing, organizing, structuring, and executing training modules tailored to the project’s various audiences. The individual will conduct prior research with thematic experts to develop content and design training sessions for the same audiences. The individual will also ensure the proper planning, documentation, and evaluation of training processes, ensuring the dissemination of results and the preparation of reports with detailed statistics on the impact of the training sessions. The individual will be responsible for designing and implementing an effective strategy for monitoring and evaluating the project, with an emphasis on tracking indicators and assessing the impact of the products. The individual will work closely with the administration and finance departments, as well as with the project and knowledge management teams.

  1. Activities

a. Organization and Execution of Training

  • Design and implement a training plan aligned with project objectives and identified needs, with an emphasis on the responsible use of artificial intelligence tools for humanitarian action.
  • Coordinate with implementing partners the design, implementation, monitoring and evaluation of training sessions, ensuring that they are aligned with humanitarian and AAP (Accountability to Affected Populations) principles .
  • Coordinate and facilitate in-person, virtual, or hybrid training sessions as needed, with approaches tailored to different levels of digital literacy.
  • Implement participatory methodologies that ensure the inclusion of populations with low technological familiarity, using accessible, clear, and culturally appropriate dynamics.
  • Manage training logistics, including the call for participants, space, materials, and technical resources, in coordination with the 3iS team and implementing partners.

b. Development and Management of Training Materials

  • Research relevant content to include in training modules, incorporating approaches to artificial intelligence, chatbots, and digital tools applied to climate adaptation, anticipatory actions, and humanitarian action.
  • Design and structure teaching materials and graphics tailored to different audiences , including materials that do not rely on robust digital infrastructure (e.g., printed manuals, how-to guides, and playful methodologies).
  • Implement innovative teaching methodologies that integrate AI and cloud platforms, but always in understandable and accessible formats for audiences with less technological exposure .
  • Keep training content and formats updated based on project needs and progress.

c. Call for Proposals and Dissemination of Results

  • Develop inclusive outreach strategies that reach communities in rural areas or with low connectivity, considering multi-channel approaches (digital, in-person, radio, community).
  • Ensure the dissemination of learning and results through accessible and culturally appropriate means.
  • Promote the participation of beneficiaries, encouraging the exchange of experiences and community learning .

d. Monitoring, Evaluation and Reporting

  • Apply measurement tools sensitive to vulnerable contexts, assessing not only the knowledge acquired but also the local acceptance, trust, and applicability of digital tools.
  • Build detailed reports that include engagement metrics, identified barriers (technological, social, cultural), and recommendations for improving the adoption of emerging technologies.
  • Generate participant databases and tracking systems that allow for monitoring the evolution of capabilities in communities with different levels of technological access.

2. Cross-cutting activities:

  • Prepare the work plan and promptly communicate its progress, difficulties, and challenges to the contract representative.
  • Incorporate a focus on cultural sensitivity and respect for vulnerable populations into all phases of training , ensuring dignified and pedagogically appropriate treatment.
  • Attend the project’s in-person spaces.
  • Carry out field missions when their participation in the project is required, prioritizing inclusive pedagogical strategies in contexts of low connectivity .
  • Prepare monthly progress reports, with indicators of technological adoption and community participation.
  • Ensure timely delivery of products.
  • Participate in cross-cutting groups in a timely manner.
  • Contribute to the organization’s knowledge management strategy by generating input that strengthens training methodologies in AI applied to humanitarian action.

MINIMUM QUALIFICATIONS:

Experience

To be eligible, applicants must have at least four years of experience in activities similar to those mentioned in these Terms of Reference. Experience in the humanitarian sector is desirable. Experience in designing educational materials using innovative tools and teaching methodologies for adults and vulnerable populations. Knowledge of managing virtual learning platforms and digital training tools. Experience analyzing and collecting primary and secondary data. Experience in analytical processes and report writing.

Technical Skills

Experience in managing information systems and having relevant skills for data analysis.

Experience in designing and monitoring indicators.

Knowledge of data visualization packages.

Advanced office management, with special emphasis on Excel.

Ability to work based on objectives and meet standards through management indicators.

Education

Professional with a university degree in Social Sciences, Economics, Statistics, Communication, Education, Pedagogy, or related fields. Postgraduate or specialized training in Instructional Design, teacher training, or related fields (desirable).

Languages

Fluency in Spanish (spoken and written) is required, advanced knowledge of English (desirable).

Staff are expected to respect the principles of accountability to beneficiaries of 3IS programs in line with international standards, while actively involving beneficiary communities as equal partners in the design, monitoring, and evaluation of 3IS projects.
