Organization
3IS is an international non-profit organization whose mission is to provide information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergencies and development contexts.
Context
The 12-month “Echoes of Resilience” project will implement innovative solutions for climate adaptation in the Amazon, specifically in the Archidona canton (Ecuador) and the Punchana district (Peru), areas highly vulnerable to extreme weather events such as floods and droughts.
The goal is to close this gap by deploying an advanced socio-technological solution centered on a community-based early warning and information system. This system integrates two main components:
Predictive Analytics Platform: A robust cloud-based platform that uses artificial intelligence to consolidate and analyze data from multiple sources, including satellite imagery, official forecasts, and real-time citizen reports.
Community Engagement Channel: A network of intelligent chatbots, accessible via WhatsApp, that functions as a two-way communication channel. Through this tool, communities can receive critical information and digital training, as well as actively report risks and impacts, enriching the system with validated data from the field.
The project strategy goes beyond technological implementation and is based on a participatory and sustainable approach. The leader of this initiative will oversee technological development in coordination with other 3iS teams, knowledge transfer to implementing partners, and the development of a comprehensive local capacity-building program.
This project represents a unique opportunity to lead a cutting-edge, multi-country, multi-sector intervention at the intersection of technology for social good, humanitarian action, and climate justice.
Description of Services
The individual providing these services will be responsible for organizing the collection of information, accurately analyzing and interpreting the information obtained, preparing reports and narratives that allow the data to be viewed in a manner understandable to the general public, and other information products based on the data analysis.
Activities
A. Specific activities:
- Compile, refine, process, and analyze information obtained from primary and secondary databases, ensuring data quality audit processes.
- Implement advanced validation processes to improve data accuracy, relevance, and non-redundancy (data curation).
- Prepare, write, and produce reports and information products for coordination and dissemination spaces.
- Support the implementation of AI-based predictive and logic models (e.g., LLaMA 3, Gemini, Mistral) to anticipate climate and social risk scenarios.
- Design and execute Human-in-the-Loop (HITL) schemes to continuously validate and adjust AI results with human feedback.
- Monitor, evaluate, and improve the performance of the community chatbot network , including metrics on usage, response quality, and cultural/linguistic relevance.
- Implement multimodal models (e.g., Terramid, Gemini Multimodal, CLIP) to integrate satellite imagery, textual data, and sensor signals into a unified analysis.
- Develop simulation scenarios and test environments that allow validation of the early warning system under real-world or controlled conditions.
- Identify and manage information exchange flows with key institutions.
- Develop scripts in Python or R to automate the collection, transformation, and loading of data from diverse sources (APIs, flat files, databases).
- Document the data flow and ensure its periodic execution using tools such as cron or Airflow.
- Support edge computing solutions and frontier models to ensure operations in environments with low or unstable connectivity (e.g., rural Amazonia).
- Development of interactive dashboards for data visualization or dynamic control panels in Power BI, Tableau, or equivalent tools, connected to updated data sources.
- Design visualizations that make it easy to interpret key project indicators.
- Train key users in the interpretation and use of dashboards, with a focus on understanding predictive models and AI results.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties, and challenges to the contract representative.
- Collaborate with the team to ensure AI models and dashboards are aligned with humanitarian and accountability principles (AAP) .
- Ensure that models and algorithms are explainable, avoiding black boxes that hinder understanding by communities and partners.
- Attend the project’s in-person spaces.
- Carry out field missions when their participation in the project is required.
- Maintain a technical-community feedback loop in which local perceptions inform the fine-tuning of predictive algorithms.
- Prepare monthly technical reports that include model performance, data quality, edge computing advancements, and chatbot usage metrics.
- Ensure timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Promote continuous innovation, exploring new AI architectures, libraries, and simulation environments to strengthen project resilience.
MINIMUM QUALIFICATIONS:
Experience
To be eligible, applicants must have at least four years of experience in similar activities to those mentioned above. Experience in the humanitarian sector is desirable. Experience analyzing and gathering primary and secondary data, along with a general understanding of artificial intelligence models, is also desirable. Experience with analytical processes and report writing is also desirable.
Technical Skills
Experience in managing information systems and having relevant skills for data analysis.
Knowledge of data analysis tools (SPSS, SAS, STATA, R, or any other relevant statistical package).
Knowledge of data visualization packages.
Advanced office management, with special emphasis on Excel.
Ability to work based on objectives and meet standards through management indicators.
Education
Professional with a university degree in statistics, economics, or related fields. Postgraduate studies (desirable).
Languages
Fluency in Spanish (speaking and writing) is required, with intermediate knowledge of English (desirable).
