General description of the context
The humanitarian situation in the DRC remains complex and has generally deteriorated in recent years, consisting of multiple overlapping crises, particularly in the eastern provinces of the country, which face endemic violence and armed conflict. Insecurity has led to widespread and repeated displacement. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks against civilians and a high prevalence of gender-based violence.
General objective of the position
The Field Coordinator is responsible for the overall supervision, management and coordination of INTERSOS operations within the designated geographical area of ​​responsibility and in accordance with the mission’s country strategy.
The Field Coordinator will be primarily responsible for leading and managing operations in the geographic area of ​​responsibility (identification of new opportunities, program operations, office administration and support services functions) to ensure the effectiveness and efficiency of harmonization systems, compliance with financial and administrative procedures, planning and implementation of adequate security measures.
The Field Coordinator ensures that projects carried out in the area of ​​competence receive adequate support for their implementation and maintains responsible relationships with leaders/representatives, relevant government authorities, national and international NGOs.
Main responsibilities and tasks
Strategy and vision
- Provide, within the scope of its competences, strategic contributions to the implementation of the program and contribute to the development of the country strategy and the annual action plan within the framework of INTERSOS’ overall strategic plan, its values ​​and its principles.
- As a member of the senior management team, contribute to the development of recommendations, support and implementation of continuous improvement of processes and procedures to optimize results and improve the quality of delivery in accordance with quality standards.
- In collaboration with the Country Director/Head of Operations, ensure that operational strategies and processes are in place to achieve operational objectives and needs in terms of budget, quality and delivery targets
- Contribute to the design and implementation of creative and innovative programs, support evaluations.
Program Management and Development
- Regularly analyze the context, risks, operational access issues and resource availability in relation to program objectives in the area of ​​expertise
- In collaboration with the Program Manager, support and oversee the implementation of field assessments for new projects
- Discuss with the Program Manager/Program Coordinator and Program Managers the feasibility of current proposals and help realign them in light of the field assessment findings.
- Support program managers by providing quality and timely reports, work plans for project activities, logical framework and related financial plans, in accordance with INTERSOS and donor requirements and guidelines.
- Ensure timely communication and flow of information on operational achievements internally and with external stakeholders (donors, authorities, partners, etc.)
- Administrative and office support activities (agreements, amendments, signed reports, communications, etc.), ensuring that the documentation cycle is up to date and ensuring that the requirements of all departments are harmonized and addressed.
Accountability and quality control
- In collaboration with the Head of Operations, Head of Program, Program Coordinator and Head of Mission, support the continuous improvement of quality standards of support services.
- Conducts periodic field visits to ensure the quality of the intervention in compliance with internal and donor standards.
- Ensure that appropriate systems and procedures are established and followed, ensuring that best practices in operations management are developed and adopted and that appropriate operations management frameworks are in place.
Representation and Advocacy
- In collaboration with the Head of Mission/Country Director and the Programme Coordinator/Head of Programme, establish strong and effective partnerships with organizations, donors and authorities, in line with the country strategy and within the area of ​​responsibility
- Represent INTERSOS in relevant coordination forums in the area of ​​responsibility
- Contribute to the definition of the country’s communication strategy and represent INTERSOS in community activities, as appropriate
- Coordinate and advocate on key issues with local and national authorities
Logistics and procurement
- In collaboration with the National Logistics and Supply Coordinator, ensure that appropriate logistics structures and procedures are followed and maintained in accordance with Intersos guidelines. Provide feedback on malfunctions.
- Responsible for asset management, internal management system (purchase requisitions) according to the area of ​​responsibility.
- Oversee the timely and efficient planning and implementation of procurement and supply chain based on project needs,
- Ensure proper management of warehousing, guest houses, offices, vehicles and assets in accordance with Intersos security procedures and protocols
Finance
- Oversee the budgeting and expenditure of support costs, within the area of ​​responsibility, ensuring compliance and accountability in collaboration with program managers and the finance team.
- In conjunction with program managers, ensure that resources are allocated adequately to maintain operational presence in the area of ​​responsibility and execute programs.
- Oversee administrative and financial activities aimed at improving operational systems and processes, and collaborate with the Country Finance Coordinator in overseeing financial and administrative aspects in the field.
Personnel and human resources management
- Managing staff under responsibility, ensuring that individuals work effectively as a team to achieve program objectives.
- In collaboration with the Human Resources Coordinator and the Country Director, ensure adequate staffing for the correct implementation of programs in accordance with the Intersos mission and organizational chart
- Support, motivate and lead field staff to ensure smooth and effective implementation of projects and communication
- Share relevant information and hold regular meetings with the team to review planning and discuss key concerns. In collaboration with the Human Resources Coordinator, he/she is responsible for the proper implementation of human resources policies and related processes in the area of ​​responsibility (recruitment, induction, briefing/debriefing, evaluation, staff learning and development, internal communication and behavior) to ensure transparent personnel management.
- Managing conflict resolution and mitigation in collaboration with the Human Resources Coordinator according to Intersos standard procedures and humanitarian principles
Safety and security
- In collaboration with the Security Coordinator and the Head of Mission/Country Director, contribute to the development of the security plan and ensure compliance with procedures, monitoring of context development, analysis and follow-up of recommendations in the area of ​​responsibility
- Interact regularly with the Security Coordinator and the Head of Mission/Country Director on security matters.
- Ensure the safety and security of personnel in the area of ​​responsibility with technical support from the Security Coordinator
- Assist the Head of Mission/Country Director in managing critical incidents, escalating and reporting all incidents within the area of ​​responsibility and in accordance with the Country Security and Management Plan.
Required profile
- Advanced university degree in social sciences, political science, international relations, humanitarian and international cooperation or a related field
- At least three years of professional experience in humanitarian project/program management, including financial and logistics management responsibilities.
- Experience in complex emergency situations and insecure countries.
- Skills in administration, finance and budget management
- Computer skills (Word, Excel and Internet) essential
- Analytical mind, analytical capacity and skills in developing strategic programs
- Working knowledge of written and spoken French
