General context of the project
INTERSOS has been present in Chad since 2004 with projects in the sectors of food security, protection, health-nutrition and also WASH for internally displaced people in the Lake region and for Sudanese refugees in eastern Chad. After a break in activities in 2016, INTERSOS resumed its activities in 2017. The areas on which INTERSOS Chad focuses its interventions are mainly the following: Protection through the strengthening of an environment conducive to the promotion and protection of human rights and more specifically those of children and women through the establishment of Child-Friendly Spaces, GBV case management, restoration of social cohesion, community rehabilitation, but also access to water, hygiene and sanitation, food security and health/nutrition.
General objective of the position
Under the supervision of the program coordinator, the candidate will ensure the operational and strategic management of the AICS-funded project, as Project Manager. He/she will have to guarantee the quality, relevance and compliance of the actions with the contractual commitments until their completion. To do this, strong technical expertise will be required. The candidate will be responsible for the planning, implementation, and technical monitoring & evaluation of Food Security and Livelihoods (FSL) activities. He/she will also provide technical support to the program coordinator in writing project proposals focused on the FSL theme to ensure the continuity of the program.
Main responsibilities and tasks
Management and monitoring/technical support
- Ensure the operational and strategic management of the AICS project by guaranteeing its quality, relevance and compliance with contractual commitments.
- Ensure the strategic, technical, financial and logistical planning of the project.
- Ensure the implementation of project activities in accordance with the objectives set and the rules of the lessor.
- Plan and track project financial expenditures, ensuring reporting and accounting are in line with the allocated budget.
- Contribute to the drafting of financial reports in collaboration with the administration.
- Draft the AICS project narrative reports and ensure, in coordination with the Grants Unit, that contractual reports related to the SAME component comply with the rules and regulations of the funders.
- Ensure budget management of the project, anticipate revision needs where applicable and supervise the project’s financial indicators in conjunction with the Financial Department to ensure efficiency and anticipate deviations.
- In coordination with the Logistics Coordinator, supervise and carry out the necessary purchases for the program.
- Define and plan the objectives and priorities of the SAME program. To do this, he/she ensures constant monitoring of the humanitarian context and needs, and actively contributes to the development of new project proposals to ensure the continuity of the program.
- Ensure the consistency and synergy of SAME interventions, by implementing harmonized tools for effective monitoring and capitalizing on good practices.
- Ensure coordination and harmonization of methods and approaches. He/she is also responsible for reviewing reports for their technical aspects and, in collaboration with the MEAL team, for developing, in collaboration with the MEAL team, project impact assessment tools.
- Responsible for monitoring and providing technical support for SAME activities. This includes ensuring the quality of interventions through regular field visits.
- He/she ensures the coordination and harmonization of methods and approaches. He/she is also responsible for reviewing technical reports and developing, in collaboration with the MEAL team, the project’s impact assessment tools.
Representation and external relations
- Support technical representation with clusters, partners and local authorities.
- Actively participate in SAME forums and other coordination spaces at the national level.
- Provide regular updates to donor representatives via the Grants Unit, in coordination with the Field Coordinator and the Program Coordinator.
- Work closely with the Partnership Officer to oversee the implementation of partnerships and regularly review progress with project managers.
Personnel management
- Supervise and coordinate the teams assigned to the project (technicians, logisticians, MEAL, etc.).
- In coordination with the Human Resources department, adjust organizational charts, distribute tasks and workload within teams.
- Inform field teams of coordination directives by promoting fluid communication and good flow of information.
- Support the professional development of teams by identifying training needs, building capacity, and conducting end-of-mission evaluations to maximize their engagement and skills.
- Ensure that staff comply with INTERSOS policies, rules and regulations.
Required profile
- Master’s degree or equivalent degree in Agronomy, Food Security, Rural Development, Project Management or similar field.
- Minimum 5 years of experience in humanitarian or development project management, including at least 2 years on SAME projects;
- Proven experience in managing projects funded by institutional donors (AICS, EU, ECHO, etc.);
- Work experience in West or Central Africa, ideally in Chad, is an asset.
- Strong skills in strategic planning, budget management, monitoring and evaluation;
- Mastery of project management tools (logical framework, work plan, etc.);
- Good understanding of SAME issues in the Sahelian context;
- Knowledge of humanitarian standards (CHS, SPHERE, etc.);
- Proficiency in computer tools, Microsoft suite and others.
- Fluency in French (oral and written) required;
- Italian and/or English is an asset.
- Leadership and ability to manage multidisciplinary teams;
- Excellent communication and representation skills;
- Autonomy, rigor, spirit of initiative;
- Sense of organization and management of priorities in emergency or unstable contexts.
