Nature of The Assignment
The consultancy will focus on five core areas of work:
- Advocacy and Planning for Uptake – Develop advocacy messaging for the reduced funding environment, support integrated communications with Initiative 8, produce stakeholder briefing materials, and draft 4 SOPs.
- Webinar Design and Materials Development – Convert SOPs into training tools, slides, and quick reference (1 –2 page) guides. Design two webinars and ensure inclusive, gender-sensitive, and locally relevant content.
- Webinar Delivery – Facilitate two webinars, provide technical support to local partners, and gather participant feedback.
- Proposal Development – Prepare new funding proposals to advance WASH coordination with health and nutrition in emergencies.
- Monitoring, Analysis, and Final Report – Collect and analyze feedback, document lessons learned, and produce a synthesis report and policy brief.
Context and Scope:
In 2019, humanitarian assistance reached a global peak, with the water, sanitation, and hygiene (WASH) sector playing a central role in emergency response efforts. However, despite its critical importance, WASH responses have often fallen short of established humanitarian or sectoral standards due to capacity, preparedness, and funding limitations. This has led to services and assistance that are not fully accountable and fail to address the priority needs of affected populations.
Now is the time to take decisive action to strengthen the capacity of the WASH sector. By prioritizing preparedness and resilience across the humanitarian-development continuum, we can ensure high-quality, accountable responses to emergencies. Adopting a risk-informed approach allows us to build resilience and mitigate the impacts of emergencies, while also addressing broader challenges such as climate change and environmental protection.
Innovative, predictable, and flexible multi-year funding mechanisms are essential to maximizing gains and achieving the ambitious targets set by the Sustainable Development Goals (SDGs) in the WASH sector.
Through collective commitments and strategic engagement, we can implement the WASH Road Map, which offers innovative approaches to saving lives, improving public and environmental health outcomes, and fostering synergies between acute emergencies and long-term development.
The severe reduction in global funding for international assistance have altered the operating environment for humanitarian WASH specifically and resulting in what’s been termed a ‘humanitarian reset’ globally. This new reality requires stronger local and national coordination, reduced reliance on global systems, and adaptive strategies for Initiative 6.
This consultancy aims to advance multi-sectoral integration of WASH with public health and complex emergencies by developing practical tools, standard operating procedures (SOPs), advocacy products, and training materials. The assignment emphasizes localization, sustainability, and alignment with the SDGs, while preparing for the anticipated UN coordination system.
Primary Responsibilities Under This Assignment
The consultant will:
- Develop advocacy and uptake strategy tailored to the current funding and coordination environment.
- Draft and finalize 4 SOPs, ensuring consultation with stakeholders and alignment with anticipated UN coordination systems.
- Prepare communication materials, including blogs/op-eds and briefing notes for stakeholders.
- Design webinar content, case studies, and learning tools adapted for local and national actors.
- Deliver two webinars (virtual or hybrid), ensuring accessibility and inclusivity.
- Provide technical support for early adoption of SOPs and capacity-building with cluster partners.
- Draft funding proposals to extend work on WASH-health-nutrition coordination.
- Analyze feedback and produce a comprehensive final report and policy brief.
- Coordinate closely with Initiative 6 Task Force and Initiative 8 representatives.
- Participate in regular virtual coordination meetings with RedR UK and partners.
Deliverables
The consultant will be expected to submit the following:
- 4 SOPs with executive summaries.
- Advocacy products (blogs/op-eds, briefing notes).
- Two webinars (delivered with supporting materials).
- Monitoring and feedback analysis from webinars.
- Final report with lessons learned and recommendations.
- Policy brief summarizing findings.
- Draft proposals for continued funding.
Performance Indicators
- Deliverables produced within the agreed 60 working days.
- Advocacy and SOP materials are clear, technically sound, and aligned with local/national priorities.
- Webinars reach target stakeholders and integrate feedback.
- Outputs reflect inclusivity, gender sensitivity, and practical applicability.
- Feedback and lessons are effectively documented in final outputs.
- Active engagement and coordination with Initiative 6/8 partners.
Education, Experience and/or skills required
- Advanced degree in International Development, Public Health, Environmental Science, Water Resources Management, or related field.
- 5+ years of experience in WASH, with expertise in emergencies and health/nutrition integration.
- Demonstrated ability to develop SOPs, training tools, and advocacy products.
- Strong experience with humanitarian coordination systems and multi-sectoral programming.
- Excellent facilitation, communication, and report-writing skills.
- Ability to work independently and deliver results within tight deadlines.
Unit to which the Consultant is Reporting
The consultant will report to RedR UK, in coordination with Initiative 6 and 8 representatives of the WASH Road Map.
Language:
Excellent written and verbal communication skills in English.
Consultancy Payment Terms:
Payments will be made in tranches upon satisfactory submission and approval of deliverables, as outlined below:
- 1st Payment 30% – Upon contract signature and detailed work plan.
- 2nd Payment 40% – Upon submission of SOPs and draft webinar materials.
- 3rd Payment 30% – Upon submission of final report, policy brief, and funding proposals.
