SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting their basic needs, such as food, water, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions provide expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of ​​food security and livelihoods. Present in 26 countries, SI’s teams – a total of 3,200 people, including expatriates, national employees, permanent staff at headquarters, and a few volunteers – operate with professionalism and commitment while respecting cultures.
The mission
During 2023, SI strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
A project is being implemented with the financial support of the Interministerial Committee for Food Aid (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) to help strengthen food security in the difficult neighborhoods of Jalousie (commune of Pétion-Ville) despite growing insecurity through the use of electronic coupons with monetary value. Faced with the alarming deterioration of food security and increased insecurity in recent months, SI continues to prioritize the use of the Red Rose system to cover the urgent food needs of households, which aims to help combat food and nutritional insecurity in vulnerable households, more specifically Pregnant and Breastfeeding Women (FEFA) and malnourished children or children at risk of malnutrition in the Metropolitan Zone of Port-au-Prince (ZMPP). With the start of the school year, SI is also setting up school canteens in 3 schools in Port-au-Prince.
The SI team has been mobilized since 2024 for a WASH response (water supply, waste management, latrine construction, awareness raising and distribution of hygiene kits) on 11 sites for displaced people in the municipalities of Port-au-Prince and Delmas via funding from ECHO and the CDCS.
Since 2022, our teams have been responding to the resurgence of the cholera epidemic. Starting in October, SOLIDARITÉS INTERNATIONAL, in collaboration with the Haitian authorities, has been implementing the national cholera control strategy with a dual approach: “strike” (control) and “shield” (prevention).
February 2024, Solidarités International submitted an ECHO project with its local partner ORRAH for an emergency intervention in Protection and Water, Hygiene and Sanitation (WASH) to meet the critical humanitarian needs of displaced populations and Host Communities (HC), resulting from the violence of Organized Criminal Groups (OCGs) and their increasing control over the country. Within the ZMPP, the action will propose an integrated and multisectoral approach on 11 sites of displaced people and their respective HC, with the objective of reducing i) protection risks, and in particular Gender-Based Violence (GBV) and ii) health risks of the spread of waterborne diseases.
February 2025, a new wave of high-intensity violence hits the capital with a notable advance of territories controlled by armed groups. SI launches an emergency response for 60,000 newly displaced people in WASH facilities in ZMPP sites.
GENERAL OBJECTIVE
The position is based in Port-au-Prince. The SERA Manager is responsible for:
– Centralize and harmonize SERA tools and processes on the mission
– Provide methodological support to all program teams on technical issues related to MEAL and cross-cutting issues such as: design of the monitoring and evaluation plan, collection and analysis of quantitative and qualitative data, measurement of indicators, complaint response mechanism, analysis of absence of harm, etc.
– Ensures the quality and relevance of internal monitoring and evaluation activities, recommendations and analyses produced by his department (studies, maps, etc.).
– Ensures the transversality and proper integration of his department with all departments (functional links) as well as consistency with all coordinators and managers;
– Contributes to the development of institutional knowledge and the improvement of methods and techniques
– Supports the training of program teams in his areas of expertise
– Contributes to the process of capitalizing on and improving methods and techniques within his department.
SPECIFIC ISSUES AND CHALLENGES
– Define and implement the department’s objectives
– Deployment of the MEAL strategy for new projects
– Operationalization of the MGPRI SOP including implementation of the harmonized complaints handling mechanism between IS and the local partner within the framework of the ECHO project
– Development of a Data Protection SOP on the Haiti mission (including securing and coding of databases)
– Implementation of systematic exercises to capitalize on lessons learned, particularly on WASH activities (already underway for SAME)
PRIORITIES FOR THE FIRST 2-3 MONTHS
– Monitoring of the monitoring and evaluation committee (TOR, frequency of meetings) and development of a capacity building plan for the monitoring and evaluation officer of the local partner
– Monitoring of the mission M&E plan
– Monitoring of the MGPRI with common entry points for both partners and separate complaints handling
– Managing rapid assessments and evaluation reports
– Capacity building of the SERA team with the aim of nationalizing the SERA RP position
SECURITY CONSTRAINTS
Haiti, and primarily the Port-au-Prince metropolitan area, is categorized as Level 4. Security is highly volatile/deteriorating in Port-au-Prince due to the presence of armed groups and daily clashes between all forces. The situation requires daily adaptation of movements and rules but does not prevent the conduct of activities. Peaks of violence are occurring with increasing regularity and intensity.
The mission’s security rules are strict (curfew that varies between 2 p.m. and 7 p.m. depending on the week, no walking, etc.), and there is a lot of movement of people within the city and among the national IS teams.
A salaried position:
Depending on experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, and repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

– The position is based in Port au Prince, the accommodation offered is in a Guest house in individual rooms located in a secure compound located 1km from the office. The standard is very good (swimming pools, tennis court, room with private bathroom).
– Restaurants, a supermarket, shops allow to cover all needs.
– The office is also good, well located in a residential and quiet area, currently being developed.
