Senior Director, Department of Earth System and Data Prediction (D2) At World Meteorological Organization

LEADING WMO’S EARTH SYSTEM INTEGRATION

The Director will lead the Department of Earth System and Data Prediction (ESDP) in coordinating and advancing observational networks, data systems and predictive capabilities across the atmospheric, oceanic, hydrological and cryosphere domains to support WMO Members in addressing weather, climate, water and environmental challenges.

Under the authority of the Deputy Secretary-General, the Director will provide strategic leadership for three specialized divisions that work collaboratively to ensure a cohesive and integrated approach to Earth System monitoring and prediction.

KEY RESPONSIBILITIES:

a) Lead strategic coordination of atmospheric/hydrological data management and operational prediction systems including numerical weather prediction, seasonal forecasting, and hydrological modelling;

b) Advance predictive capabilities through development and integration of models across weather, climate and water domains from short-term forecasts to long-range outlooks;

c) Champion integration of artificial intelligence and machine learning applications in atmospheric and hydrological sciences;

d) Coordinate and strengthen global observing systems including surface-based and satellite observations under WMO Integrated Global Observing System (WIGOS);

e) Provide authoritative guidance on climate observation requirements through Global Climate Observing System (GCOS);

f) Ensure accuracy, consistency and traceability of observational data through standardized measurement practices and calibration systems;

g) Support satellite-based activities and coordinate marine and oceanic observing systems;

h) Facilitate international collaboration and capacity development supporting WMO Members in building and maintaining robust observational and modelling infrastructure;

i) Ensure observational and prediction services serve diverse national needs with understanding of country constraints and capabilities;

j) Promote standardization, accessibility and interoperability of atmospheric, hydrological, cryospheric, oceanic and environmental data;

k) Provide support and input to the relevant WMO governing bodies as appropriate.

QUALIFICATIONS

Education
Master’s degree or equivalent in atmospheric sciences, hydrology, oceanography, engineering, or related field. A PhD in any of the above fields would be an asset.

Experience
– A minimum of fifteen (15) years of progressively responsible experience in atmospheric, hydrological, or Earth system sciences with demonstrated leadership through senior positions, publications, or professional recognition.
– Proven track record in managing diverse and interdisciplinary teams, including ability to oversee program management and budgeting.

Other requirements
DATA INTELLINGENCE AND PREDICTIVE SYSTEMS:
Deep knowledge of atmospheric/hydrological data management and operation prediction systems (NWP, seasonal forecasting, hydrological modelling), including artificial intelligence/machine learning applications in atmospheric or hydrological sciences.

GLOBAL OBSERVING SYSTEMS:
Understanding of international observing networks (WIGOS, GCOS, GOOS) and satellite meteorology, with knowledge of WMO technical standards implementation.

MEMBER-CENTRIC SERVICE DELIVERY:
Experience designing technical systems that serve diverse national needs, with understanding of country constraints and capabilities through regional coordination approaches. Proven ability to work effectively across technical and policy domains.
