About Avocats Sans Frontières (ASF)
Founded in 1992, Avocats Sans Frontières (ASF) is an international non-governmental organization under Belgian law, whose mission is to promote a just and equitable society where law serves vulnerable groups and populations. Active in Tunisia since February 2012, ASF works to strengthen civil society actors engaged in legal aid, transitional justice, and reform implementation, in order to improve the quality of their services and the effectiveness of their actions. ASF also supports justice reform, transitional justice, the respect and defense of human rights, the protection of constitutional achievements, and the establishment of accessible, quality legal aid services for people in vulnerable situations.
About the Permanent Peoples’ Tribunal (PPT)
The Permanent Peoples’ Tribunal (PPT), created in 1979 in Bologna, is an international opinion tribunal that aims to give voice and recognition to peoples who are victims of serious and systematic human rights violations, often ignored by official courts and international institutions.
The PPT is grounded in principles of international law, social justice, and human dignity, and regularly organizes public sessions to examine cases of violations presented by social movements, associations, and communities.
The Upcoming Session
The Palermo session (Italy), scheduled for 23–25 October 2025, will address human rights violations against people on the move (migrants, refugees, and displaced persons).
The violations under review will focus particularly on:
- The non-compliance with international legal standards by Maghreb countries;
- The responsibility of the European Union and its Member States in violence, expulsions, pushbacks, and abuses, notably caused by border externalization policies;
- The impact of these policies on the dignity, safety, and lives of people in exile.
1. Mission of the Press Officer
The Press Officer (Spin Doctor) will be responsible for ensuring the visibility, media coverage, and communication impact of the PPT session, both in Europe and internationally.
He/she will design and implement a proactive communication strategy, mobilizing media contacts, journalists, alternative media, and social networks to maximize the reach of the session and its conclusions.
2. General Objective
To guarantee effective, credible, and impactful media communication around the PPT session, in order to strengthen its political and social resonance and raise public awareness of the violations denounced.
3. Specific Objectives
Before the event:
- Develop an overall communication strategy for the session.
- Prepare multilingual press releases (ASF will support translation into the desired languages).
- Identify and engage target journalists and media outlets (print, TV, radio, online, independent media).
- Contribute to the development of digital content (social media, visual storytelling, teaser videos, infographics).
- Safeguard and strengthen the PPT’s reputation by ensuring a credible, trustworthy public image aligned with its values.
- Carry out media monitoring related to the PPT.
During the event (23–25 October 2025):
- Manage press relations on site in Palermo.
- Organize press briefings and support PPT spokespersons.
- Contribute to real-time content production (daily press releases, social media posts, short videos).
- Vigilantly support efforts to counter disinformation and protect the integrity of the session and participants.
After the event:
- Disseminate the PPT’s verdict and final conclusions to the media.
- Ensure media follow-up and circulation of content produced.
- Produce a communication report (media review, impact analysis, recommendations).
6. Deliverables
- Communication strategy (detailed plan).
- Media kit (press releases, briefs, visuals, videos if relevant).
- Contact list of journalists and record of outreach.
- Real-time media coverage during the session.
- Final communication report including media outcomes.
7. Profile Required
- Degree in journalism, communication, public relations, or a related field.
- At least 7 years of proven experience in communication, media relations, and/or journalism, ideally in the field of human rights, migration, or social advocacy.
- Excellent command of French and English; knowledge of Arabic and/or Italian is an asset.
- Strong knowledge of European and international media dynamics.
- Excellent interpersonal and diplomatic skills, with the ability to engage diverse stakeholders.
- Autonomy, proactivity, and initiative.
- Ability to work under pressure and manage high-visibility events.
- Strong respect for confidentiality and the values of the PPT.
- Preferably based in Europe, with availability to travel to Palermo from 23 to 25 October 2025
