As Country Director , you will be responsible for the design and implementation of Oxfam’s country strategy in CAR, ensuring the coherence, quality and impact of humanitarian, development, governance and advocacy interventions. You will oversee the management of human, financial and partnership resources, in accordance with Oxfam standards and accountability principles. Through leadership based on feminist values ​​and human rights, you will promote a safe, inclusive and ethical working environment, and actively contribute to the transformation and global alignment processes of the Oxfam confederation.

WHAT WILL YOUR RESPONSIBILITIES BE?

  • Provide visionary leadership and strategic oversight of Oxfam’s entire portfolio of programs in the country, covering development and humanitarian components, to maximize impact, relevance and influence;
  • Lead the Country Leadership Team, providing overall oversight of human, financial, operational and programmatic resources, and ensuring the rigorous application of Oxfam policies, procedures and standards (Code of Conduct, Performance Management, Health and Safety) and local legislation;
  • Represent Oxfam, at national and international level, to promote the country program, strengthen our credibility and drive lasting change;
  • Develop and manage diversified and sustainable financing strategies, ensuring the identification, mobilization and loyalty of financial partners;
  • Strengthen and align policies, governance mechanisms and operational procedures to ensure proactive prevention, rapid detection and effective response to HEAS incidents, in line with Oxfam’s safeguarding commitments;

WHAT DO WE OFFER?

  • Start: 03/15/2026
  • Duration: One year renewable
  • Location: Bangui – Central African Republic
  • Hard to work allowance : 5.515 euros nets / an
  • Return ticket to the destination and origin countries at the start and end of the mission
  • R&R (Subject to change): Duration and frequency: 5 working days every 10 weeks in Cameroon / Morocco. Destination Cameroon or Morocco: reimbursement of the round-trip air ticket + 400 Euros to contribute to accommodation / food costs. Visa fees up to 50 Euros. Other destination: maximum package of 900,000 XAF.
  • Round trip to place of residence every 6 months, can replace some R&R.
  • Per diem: 15,000 XAF / day (= 22.86 Euros) for the entire duration of the mission

Essential criteria

  • Proven experience of more than 8 years in strategic management, management of multidisciplinary and geographically dispersed teams, as well as in the implementation of complex programs in fragile or unstable contexts;
  • Proven experience (minimum 8 years) in supervising quality development and humanitarian programs, working closely with local and international partners.
  • Agility and ability to adapt to the highly unstable local and global context while maintaining the relevance of the program and safeguarding the well-being of employees.
  • Proven expertise (minimum 8 years) in risk management, security, legal compliance and crisis management in an international NGO context.
  • Strong analytical skills to understand the political, social and economic dynamics that underlie poverty, inequality and exclusion in development contexts.
  • Good oral and written command of French and English.
