Specific objectives of the consultancy :
To carry out a detailed analysis of the environmental impacts, social and economic dimensions of the bamboo sector in the Antalaha district, Madagascar, and to propose a sustainable development strategy for this sector in the local context.
Expected results of the consultancy :
- The positive and negative impacts of the development of the bamboo industry are identified and measures to mitigate the negative impacts and strategies to maximize the positive effects are proposed;
- The economic viability of the bamboo sector is analyzed and strategies for the development of cultivation, the possible establishment of processing centers and beyond the overall development of the bamboo sector for construction are proposed, taking into account the dynamics of local actors;
- Opportunities for accessing the bamboo market (treated and untreated) are identified, connections are made with market players, etc.
Skills required of the consultant(s):
- Economist, agroecologist, sector expert or expert in environment/agricultural and forestry management with good knowledge of the bamboo sector, ideally in tropical contexts or in Africa/Madagascar;
- Confirmed experience of at least 5 years in: environmental analysis or impact assessment, study/strategy for the development of rural or forestry economic sectors, design of sustainable development strategies, market research;
- Mastery of GIS tools (for mapping) desired;
- Excellent writing and synthesis skills;
- Knowledge of the Red Cross and Red Crescent Movement.
How to apply
Selection criteria:
The selection criteria consider the quality and suitability of the technical proposal (50%) as well as the most advantageous economic proposal (50%).
Criteria taken into account for the analysis of the technical proposal:
- Suitability of the consultant(s)’ CV to the skills sought in the ToR;
- Relevance of the technical proposal in relation to the ToR;
- Suitability of the proposed schedule to the desired schedule.

To enable a rapid start to the study, applicants are encouraged to submit their technical and financial proposals as soon as possible and no later than 12:00 noon on October 31, 2025.
