Project: Training in Bamboo Cultivation and Processing in Antalaha and Maroantsetra, Madagascar At Luxembourg Red Cross

Specific objectives of the consultancy :

Support the bamboo production, harvesting and processing capacities of members of nursery associations and other interested persons in the project intervention areas in the districts of Antalaha and Maroantsetra in order to support bamboo production in quantity and quality suitable for house construction while ensuring a positive impact on the environment.

Expected results of the consultancy :

Ten nursery associations (grouping 200 to 300 people) are trained in the cultivation, harvesting and processing of bamboo as well as in the management of an association, including:

– Five nursery associations in Antalaha (between 100 and 150 people)

– Five nursery associations in Maroantsetra (between 100 and 150 people)

Skills required of the consultant(s):

  • Proven experience in bamboo cultivation: vegetative propagation, harvesting, processing and valorization of by-products;
  • Academic training in agronomy, forestry, rural development, or similar fields;
  • Training management skills of at least 5 years: ability to organize and structure practical and theoretical sessions adapted to the needs of the public;
  • Proven experience in training adult groups/proven experience in andragogy, particularly in rural contexts and with a poorly educated audience;
  • Knowledge of local specificities and socio-economic and environmental issues in the target areas (Antalaha and Maroantsetra);
  • Mastery of the local dialect (Betsimisaraka) to ensure good understanding and assimilation of information
  • Knowledge of the Red Cross and Red Crescent Movement.

How to apply

Selection criteria:

The selection criteria consider the quality and suitability of the technical proposal (50%) as well as the most advantageous economic proposal (50%).

Criteria taken into account for the analysis of the technical proposal:

  • Suitability of the consultant(s)’ CV to the skills sought in the ToR;
  • Relevance of the technical proposal in relation to the ToR;
  • Suitability of the proposed schedule to the desired schedule.

Submission terms and deadlines:

To enable a rapid start to the study, applicants are encouraged to submit their technical and financial proposals as soon as possible and no later than 12:00 noon on October 31, 2025.
