Regional Evaluation Specialist, Asia (Anywhere in Asia) At Save the Children

The Opportunity

Save the Children International works in all contexts to inspire breakthroughs in the way the world treats children, and create lasting change in children’s lives. Programe Quality, Evidence and Impact (PQEI) is a core function in all Save the Children International programmes globally, representing our commitment to accountability and transparency, and is crucial aspect of quality programme management within Save the Children. The primary role of the Evaluation Specialist will be to design and conduct evaluations of high priority programs, advocacy and campaigning work that Save the Children is conducting in the Asia Pacific region. This includes interventions both within and across countries, to inform Save the Children on the impact and efficiency of our programming and facilitate meta-analysis.

Key Responsibilities

Evidence-based programming and decision making

  • Design, conduct and commission systematic evidence reviews on effective programs and interventions, applying implementation science methodology and appropriate qualitative methodology, to inform the design and adaptation of Save the Children programs.
  • Lead project teams to develop evidence-based program logics and apply robust theory of change incorporating child-rights and lifecycle approaches, as well as causal pathways represented by Save the Children’s Global Results Framework, which measures success against our three Breakthrough ambitions: that all children survive, have the chance to learn, and are protected from abuse, neglect and exploitation.
  • Support technical advisors and project teams to use standardised indicators and measures that support meta-analyses across projects and are valid, reliable, sensitive and culturally appropriate in terms of acceptability and interpretability in different contexts and communities.

Evaluation

  • Project manage both short and long-term evaluations to ensure they are delivered on time and to a high standard.
  • Lead project teams to develop Monitoring and Evaluation Frameworks, including Monitoring, Evaluation, Accountability and Learning (MEAL) plans that detail process, output and outcomes indicators and measures, as well as data sources and operational requirements for collecting, analysing and reporting data for evaluation.
  • Design, conduct and commission complex program evaluations, including process/implementation evaluations, experimental and quasi-experimental outcome evaluations, and cost-benefit and cost-effectiveness evaluations to inform Save the Children on the impact and efficiency of our programming.
  • Design, conduct and commission evaluations of Save the Children’s policy, advocacy, and campaigning work to demonstrate impact and lessons learnt.
  • Lead project teams to develop data collection tools such as surveys and interview or focus group discussion questionnaires.
  • Develop sampling, participant recruitment and data collection implementation guidance for project teams to undertake.
  • Conduct quantitative data and qualitative data analysis.
  • Produce evaluation reports and learning products such as fact sheets, policy briefs, policy position papers, publications, etc. and, work with the Communications Team to identify attractive and child-friendly ways of packaging such products.

Ethical research

  • Lead study submissions to the Ethics Review Committee, ensuring ethical, inclusive, gender sensitive research practices and child-safeguarding and protection are at the forefront of all activities throughout the study cycle.
  • Lead the development and approval of Data Protection Impact Assessments and Plans, ensuring responsible data management and GDPR compliance throughout the study cycle.

Partnerships, capacity building and training

  • Work effectively with large and diverse project teams comprised of Save the Children staff and external partners located in different countries and with multidisciplinary areas of expertise.
  • Provide research and evaluation training, capacity building and technical advice to MEAL staff across Asia.
  • Work across country offices across Asia to promote robust use of evidence and a strong learning culture is built systemically into the design, approval, implementation and review of programmes.

Requirements:

  • Master’s degree in Economics, Statistics, Social Sciences or relevant field or equivalent experience.
  • At least 5 years of experience in designing and managing evaluation of programs
  • At least 7 years of experience in data collection, data management, and analysis
  • Demonstrated ability to use MS-Office (in particular Excel)
  • Demonstrated ability to use STATA or other statistical software
  • Demonstrated ability to use NViVO or other qualitiative software (desired)
  • Ability to present complex information in a succinct and compelling manner
  • Demonstrated report writing skills.
  • High level of fluency in English, both verbal and written.
  • Ability to give professional support and direction to others.
  • Strong remote-working abilities.
  • Strong thematic background knowledge in at least one of Save the Children’s breakthrough areas: Survive, Learn and Be Protected; and themes (health and nutrition; child education; child protection; child poverty; and/or child rights governance).

Desirable

  • Experience working for an international humanitarian or development agency.
  • Experience or knowledge of working and living in relevant region/context.
  • Experience and knowledge of Save the Children’s structure, mandate and child focus.
