CONTEXT :
Within the MEAL/IM team, he/she is responsible for defining and developing the frameworks and tools for managing operational data. He/she also supports field teams in improving their data management practices, and in particular in the use of mobile data collection tools.
On the other hand, as a member of the Innovation, Impact, Information management team, he/she is able to represent the management team in its diversity of expertise and refer to specialists when necessary.
JOB OBJECTIVES:
Responsibility 1 : Produces the frameworks and tools necessary for program data management, and ensures their adoption by the MEAL and IM field teams.
- Capitalize on best practices
- Produces and updates scoping documents and toolkits
- Produces training materials: guides, distance learning courses, etc.
- Ensures the distribution and promotion of these productions
- Monitors the deployment of data management standards
- Participates in leading training sessions and seminars
Responsibility 2 : Manages the SurveyCTO server
- Administers the server: manages country accounts, assigns rights, etc.
- Acts as a liaison with users to ensure the proper organization of the server
- Test and document new features useful to HI
- Is the main point of contact for SurveyCTO at HI
Responsibility 3 : Provides support to the MEAL and IM teams of the programs on mobile data collection and database management.
- Provides expert-level support on the use of SurveyCTO and database management tools.
- Advises field teams on information management strategies
- Facilitates the community of practice for IM managers on these aspects
Responsibility 4: Supports MEAL managers as the focal point for a specific geographic area
- Member of the MEAL/IM focal point team: provides first-level support across the entire MEAL and IM scope for a defined geographic area
- Support missions: 1 to 2 missions per year
Responsibility 5: Participates in the organization of the MEAL/IM unit, and more broadly of the 3I department
- Participates in the development and monitoring of the management’s action plan
- Participates in discussions on improving IM practices led by other specialists in the unit
- Supports the organization and provision of internal and external IM resources
- Contributes to fostering synergy with other 3I units and other departments regarding information management aspects
REQUIRED PROFILE:
- You have a degree: Engineering degree or Master’s degree in statistics/data management/data science
- You have a minimum of 2 years of experience as an IM (Information Management) or MEAL (Monitoring, Evaluation, Accountability and Learning) professional.
- You have worked for a minimum of 2 years in an NGO
- You are proficient with a mobile data collection tool (ODK, Kobo, SurveyCTO, …)
- You have good knowledge of database management, advanced use of Excel and BI tools (Power BI, Tableau…)
- French and English are required, both spoken and written.
- Good prioritization skills, autonomy and rigor
WORKPLACE ACCESSIBILITY:
The premises are easily accessible by public transport (bus, metro). Car park and bicycle parking are also available. Within the building, access ramps and elevators ensure smooth circulation. All workstations are located in an open-plan area, but quiet booths are available on each floor for those who wish to work in peace and quiet. The workspace is very bright.
