Senior Supply Chain Coordinator At GOAL

General Description of the Programme:

GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities including nomadic communities and seasonal agriculture workers from both refugee and host communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

The Senior Supply Chain Coordinator (Snr SC Coord) will lead logistics and procurement support for Syria programming delivered from Turkey. The position will also directly support GOAL’s Systems teams in Syria in delivering high quality and timely supply chain activity. Support will also be provided to GOAL’s partners and programming in Turkey when required. The Snr SC Coord will ensure that the Systems Director (SD) and both Syria and Turkey SMTs are kept informed of all major supply chain related issues affecting the Syria Response and Turkey Programmes. The role is responsible for ensuring that appropriate systems and procedures are in place for supply chain activity.

Duties, objectives and competencies

General

  • Manage and provide leadership to GOAL Syria’s Procurement and Logistics Departments.
  • Manage, guide and coach relevant systems staff at Ankara and Antakya offices to promote best practice facilitating the development and implementation of quality programmes.
  • Represent GOAL at relevant cluster, donor or governmental meetings as required.
  • Ensure consistent collaboration and cooperation between the Logistics and Procurement Department to enable effective and efficient supply chain processes
  • Support internal compliance and audit activities as directed by the SD.
  • Support the creation of sustainable departments through commitment to capacity building and mentoring of teams and individuals.
  • Liaise and coordinate with Turkey Programme Head of Operations to identify and deliver common supply chain activity efficiently.

Procurement:

  • Providing strategic support and leadership to the Procurement Department.
  • Lead, Mentor and Guide the Procurement Coordinator (Proc. Co.) so they can:
  • Effectively manage the operation of the GOAL Syria Procurement Department (all local, national and international procurement) ensuring that all procurement is conducted in accordance with GOAL policies and procedures, relevant donor requirements, and in the spirit of obtaining best Value for Money (VfM),
    • Improve cost-effectiveness and save time and money through; framework agreements, restricted tenders, procurement plans and improved coordination of programme activities, purchasing and transport,
    • Ensure compliance of procurement functions with GOAL and Donor requirements.
    • Act as focal point with HQ for all high value procurement.
  • Provide technical support and guidance to GOAL Turkey Procurement and staff when required.

Logistics:

  • Providing strategic support and leadership to the Logistics Department
  • Lead, Mentor and Guide the Logistics Coordinator (Logs. Co.) so they can:
    • Effective manage the operation of the GOAL Syria Logistics Department
    • Provide Support to logistical operations at the various field and support sites in Syria: including procurement/supply chain (including stores), asset management, premises, transport and fleet management.
    • Ensuring strong and timely coordination between Logistic teams,
    • Ensure internal logistics reports are submitted on time and that they are reviewed and analysed regularly and that appropriate action is taken.
  • Provide support and technical guidance to GOAL Turkey Logistics staff when requested.

Coordination and Collaboration:

Promote consistent coordination and collaboration between and within Logistics and Procurement departments that promotes efficiency and effectiveness.

  • Promote efficient provision of supply chain services by promoting collaboration between Logistics Coordinator and Procurement Coordinator as well as between the teams.
  • Assure that Supply Chain team collaborates with and understands Financial, HR, Programme and IT policies and procedures.

Administration:

Work with the SD to:

  • Review and maintain all relevant supply chain SOP/Memos.
  • Support in the rollout of all updated policies, manuals and procedures.
  • Provide input into core cost budgeting activity when required.
  • As an authorised signatory this role is responsible for internal authorisation of expenditure in line with the GOAL Authorised Signatories List.
  • Lead on creation of Syria/Turkey e-learning content related to Supply Chain.
  • Provide technical support and input to internal investigations and audits (internal and external) as required.
  • Provide input to GOAL Global supply chain projects and policy reviews as required.

Working with Partners:

  • Guide and direct the coordinators to Liaise with the Partnership Coordinator, Compliance Coordinator and other relevant staff to support partners assessment and selection processes.
  • Provide support to the SD in review and approval of partners supply chain policies, documentation and procurement files.
  • Coordinate with relevant staff in resolution of any supply chain issues raised in internal partnership audits and donor compliance testing that cannot be resolved at the Coordinator level.
  • Participate in partner capacity building as requested by SD, ensuring sufficient support and resources are available.

REQUIREMENTS

Essential:

  • Turkish citizenship
  • Minimum 3 years previous experience as a department head or technical lead at Country Office level.
  • 5+ years working in a multi-cultural environment.
  • Previous experience of providing cross border supply chain support to activity in Syria.
  • Education to a Master’s level, or minimum of 6 years relevant experience in supply chain management or related field that shows an ability to critically analyse and apply information in management and work situations at a similar level.
  • Strong demonstrable experience in project planning, implementation, monitoring and evaluation.
  • Excellent staff management and personnel skills.
  • Evidence of strong commitment to capacity building and mentoring of teams.
  • Excellent communication skills.
  • Good skills in support functions systems development and documentation e.g. experience of ISO systems or similar.
  • Budgetary control and financial management skills.
  • Excellent analytical and writing skills.
  • Fluent in English and Turkish.
  • Computer literate with a willingness to embrace technological advancements.

Desirable:

  • Previous experience in change management.
  • Previous INGO experience.
  • Professional qualification in supply chain or related field (e.g. CIPS, CILT or relevant national body)
  • Fluent in Arabic is an advantage.
  • Excellent Word and Excel skills, previous experience with PowerBI.
