Context
The humanitarian sector is currently undergoing a profound transformation. Organizations, whether international or national, are facing:
- A significant reduction in funding, particularly marked in 2024-2025
- Social plans and a significant reduction in staff, particularly in logistics.
- Increasingly high requirements from landlords regarding compliance, traceability and performance
- Increasing pressure on efficiency, agility and operational continuity
As a result , NGOs must maintain, or even strengthen, their level of logistical performance, even as their internal capacities weaken.
To meet these new challenges, Deve Consult is launching a new service: Logistics Standby Capacity . A team of qualified logistics experts, available on demand, flexible and immediately mobilizable.
In this context, we are looking for 5 pilot partners for an experimentation phase (January – December 2026) in order to test the device in real conditions and co-construct its operating framework.
Objectives of the Logistics Standby Capacity scheme
Logistics Standby Capacity is an outsourced and agile solution from Deve Consult that enables organizations to:
- Quickly mobilize qualified logistics experts.
- To temporarily strengthen or replace teams (gap filling).
- Provide targeted technical support (procurement, fleet, warehouse, supply chain, FM, reporting, compliance…).
- Supporting local teams through coaching or mentoring.
- Optimize costs and improve operational performance.
- Supporting periods of transition, crisis or ramp-up.
Can be mobilized profiles
The experts are pre-selected, made available and supervised by Deve Consult.
Areas of expertise available: Supply chain management / Purchasing / Fleet management and transportation / Inventory and warehouse management / Facilities and infrastructure management / Data management and compliance / Training and coaching
How the device works
The system is based on 5 simple steps:
- Step 1: Expression of need by the NGO (48 hours)
- Step 2: Matching and validation (72h)
- Step 3: Resource activation (Day 3 to Day 7)
- Step 4: Monitoring and reporting
- Step 5: Feedback and capitalization after the mission
Financial terms – Pilot version
The selected NGOs will benefit from a preferential pilot rate, including:
- Mobilizing the expert
- Insurance and operational coverage
- Logistics management (travel, accommodation, per diem…)
- Monitoring, reporting and management by Deve Consult
- Free “DiagLog” logistics diagnostic
- Access to the “Cinka Standby” platform
Detailed financial arrangements will be shared only with pre-selected organizations , after an analysis of their needs.
Deliverables provided to pilot NGOs
Each selected NGO will benefit from:
- An initial logistics diagnosis (DiagLog + expert analysis)
- An intervention plan + a deployed expert
- A standardized monthly report
- A final summary with recommendations
- Prioritizing optimization actions (costs + performance)
Selection criteria for pilot NGOs
Interested organizations will need to:
- To be committed to a dynamic of logistical improvement
- Having real and identified needs for support, gap filling, or optimization
- Having a focal point to track the pilot
- Commit to participating in the initial assessment, steering committee meetings, and feedback sessions.

- national NGOs
- Red Cross/Red Crescent Movements
