ABOUT CHS ALLIANCE: CHS Alliance is a global alliance of humanitarian and development organisations committed to making aid work better for people. Together, we are a movement to strengthen accountability and to put people affected by crisis at the heart of what we do. CHS Alliance operates with a small secretariat in London and Geneva, who leverage a large and influential network. It has over 170 members, including eight Global Networks representing 450 affiliate organisations, bringing together diverse humanitarian and development organisations, ranging from some of the largest international NGOs of the sector to small national NGOs, Red Cross and Red Crescent Movement actors, UN and donor agencies.

PROJECT SUMMARY: The Government of the Netherlands has granted a multi year project to Close the Accountability Gap to Better Protect Survivors/Victims of SEAH in the aid sector. The project focuses on how to improve the response to sexual exploitation and abuse and harassment (SEAH) in a holistic and integrated way that puts the needs of the victim/survivors at the centre and aims to strengthen the accountability of aid actors across the sector. It uses the CHS Commitments as a core standard for assessing how to enhance accountability more broadly and PSEAH specifically. The project is being implemented in three distinct humanitarian settings: Bangladesh (Cox’s Bazar), Ethiopia, and the Occupied Palestinian Territories (OPT). The project aims to improve, change and adapt existing principles, concepts, and approaches to PSEAH in ways that are more accountable and lead to improved outcomes for people affected by crisis. It does this by conducting research, piloting innovative programmatic approaches, advocating for accountability, developing guidance and modelling scale-up scenarios. Insights and learning from the three countries will provide a roadmap for ways to potentially close the broader accountability gap and influence global discussions on PSEAH and AAP.

POSITION SUMMARY: CHS is recruiting a Project Liaison Officer to support project implementation in Cox’s Bazar, Bangladesh. The Liaison Officer will be responsible for community mobilisation and act as the technical focal point for PSEAH and AAP issues. They will support and monitor the implementation of the project at country level, under supervision of the Geneva based Project Manager, in close cooperation with implementing NGOs and community- based organisations. The Liaison Officer will collaborate with relevant in-country stakeholders including local and national actors, the PSEAH network and CHS Alliance members. The Liaison Officer is expected to advocate for the project and the CHS and work closely with the Project Manager to whom they report.

MAIN RESPONSIBILITIES:

Community Mobilisation

  • Improve community participation, involvement, and leadership on PSEAH
  • Identify and help to resolve community challenges and successfully support communities to develop PSEAH approaches that work for them
  • Map and mobilise community members to ensure community participation and involvement in project activities.
  • Ensure community participation includes the most vulnerable and marginalized groups (especially women, girls and people living with disabilities and LGBT)
  • Ensure community awareness about project priorities, strategies, and approaches
  • Support the communities to strengthen/ build relationships with local partners, local authorities, and local leadership

Project implementation

  • In close cooperation with the PSEAH network, selected NGOs and community-based organizations, promote high-quality project implementation and monitoring of the project activities according to the project workplan and log frame
  • Provide technical advice and support to local project partners
  • Actively identify and engage project participants/recipients (government, communities, local organisations) as equal partners in project activities
  • Coordinate, oversee project activities to ensure project efficiency and effectiveness
  • Build relationships with relevant partners as a resource to support the project
  • Liaise closely with the Project Manager, flagging any project issues, and contribute to project M&E and reporting

Advocacy and Communications

  • Advocate for improving country level accountability systems in line with the CHS
  • Contribute to country planning and coordination with other CHS Alliance activities
  • Contribute to project communications by supporting report, publications, blogs, social media

PROFILE:

Education

University degree or equivalent in a relevant field

Experience – Essential

  • An excellent professional track record with relevant work experience, working in humanitarian, development, or gender/human rights field
  • Experience in Project Management
  • Experience in Community Mobilisation
  • Experience in Community mapping, Data collection and consultation

Experience – Desirable

  • Experience with PSEAH, GBV, protection or similar

Knowledge – Essential

  • Understanding of the communities and previous experience in the Rohingya refugee response in Bangladesh
  • Excellent understanding of the cultural context and awareness of existing challenges around PSEAH in the local settings

Knowledge – Desirable

  • Knowledge and proven understanding of the Core Humanitarian Standard CHS) and the challenges around accountability to affected populations (AAP) and protection from sexual exploitation, abuse (PSEAH) in the humanitarian sector

Skills – Essential

  • Excellent Project Management skills
  • Self-motivated and highly organised,with a proven ability to manage multiple priorities and work remotely with limited supervision
  • Ability to build and expand networks and relationships, and facilitate inclusive processes
  • Strong analytical abilities, both quantitative and qualitative
  • Diplomatic skills
  • Fluent in English and Local/Rohingya dialect
