Chad – Consortium Administrator At COOPI – International Cooperation

COOPI is seeking a Consortium Administrator in Chad

COOPI has been implementing humanitarian and development projects in Chad since 1973. Initial interventions were carried out in eastern and southern Chad. Following the Lake Chad crisis , population movements increased, and the indirect effects of Boko Haram’s presence in northern Cameroon, Niger, and Nigeria resulted in the displacement of populations who settled in Chadian territory. COOPI began working in the Lake Chad region in 2016 , in coordination with other NGOs. COOPI’s structure in Chad comprises a national coordination office in N’Djamena , a base in the Sila province at Goz Beida , a base in the Lake province at Bol , and a base in the Moyen-Chari province at Sarh. Current main areas of intervention include education, child protection, food security, pastoralism, agricultural development, and peacebuilding. In terms of funders, COOPI works mainly with the European Union delegation, ECHO, AFD, UNICEF, AICS, UN – PBF and FCDO – ISF.

Job objective

The consortium administrator ensures the sound administrative and financial management of the project implemented by COOPI and its partners , overseeing economic, financial, and human resources aspects in accordance with applicable national laws. They actively participate in risk management (security, health, fraud/corruption, PSEA, etc.) for the projects and local partnerships they supervise.

Responsibilities

Administrative/financial management

  • Ensure proper management of project accounts in accordance with COOPI and donor procedures;
  • Ensure proper management of the project’s cash flow and bank account and monthly reconciliation (physical and with accounting software) in cooperation with the Consortium Coordinator;
  • Ensure the regular updating of the project’s financial data in accordance with the financial data of the country’s administration;
  • Check with the Consortium Coordinator, and submit to the Country Administrator, the consolidated monthly expenditure forecasts for the monthly funding request;
  • Ensure the regular updating of the project’s accounting and IT tools to enable the monitoring and control of COOPI’s and its partners’ expenses;
  • Securing project funding through funding forms, respecting the established expenditure forecasts and soliciting those of the consortium partners;
  • Supervise the payment of monthly taxes and social security contributions;
  • Ensure the transfer of administrative, accounting and financial instructions between the Consortium Coordinator and the accounting assistants;
  • Ensure budgetary changes and modifications, in cooperation with the consortium coordinator, the national administrator and the Head of Mission;
  • Ensure the preparation of interim and final financial reports for the project in cooperation with the Consortium Coordinator, under the supervision of the Country Administrator;
  • Ensure the archiving of paper and electronic administrative and accounting documents related to the project.

Logistics management

  • Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan and in compliance with the procedures of the donor and COOPI;
  • Ensure the control of supporting documents and contracts with suppliers;
  • Verify compliance with and adherence to tax law.

Human Resources Management

  • In collaboration with the human resources administrator, ensure the administrative management of national project staff in accordance with the country’s labor code and COOPI’s human resources manual;
  • Supervise and train national administrative staff assigned to the project in cooperation with the Consortium Coordinator;
  • Participate in and supervise the selection of national accounting and administrative staff;
  • To ensure the evaluation of its national administrative staff;
  • Ensure, in collaboration with the Human Resources Manager and the Consortium Coordinator, compliance with procedures concerning: the recruitment of local staff, the drafting of terms of reference and contracts, the description of roles, payroll and payments, the monitoring of leave, absences, evaluations, disciplinary measures and individual requests.

Candidate Profile

ESSENTIAL

  • Higher education (degree) or equivalent with experience in the field of economics and finance, development cooperation, international relations or the implementation of projects at the international level;
  • At least two years of experience in the economic and financial management of projects and accounting within NGOs;
  • Fluent knowledge of French , both written and spoken;
  • Proficiency in common software (Word, Excel, PowerPoint);
  • Experience in using accounting databases ;
  • Experience in financial reporting and internal control management;
  • Sense of organization and ability to work in a team;
  • Ability to work under pressure , independently and in often uncomfortable environments;
  • Ability to work in a sensitive and complex political and security environment and in a multicultural environment;
  • Interest and motivation to work in an NGO in accordance with its values ​​and principles.

DESIRABLE

  • Prior experience in African countries;
  • Knowledge of the procedures of the **European Union**;
  • Prior experience with COOPI and knowledge of its procedures.
