COOPI is seeking a Consortium Coordinator in Chad
COOPI has been implementing humanitarian and development projects in Chad since 1973. Initial interventions were carried out in eastern and southern Chad. Following the Lake Chad crisis , population movements increased, and the indirect effects of Boko Haram’s presence in northern Cameroon, Niger, and Nigeria resulted in the displacement of populations who settled in Chadian territory. COOPI began working in the Lake Chad region in 2016 , in coordination with other NGOs. COOPI’s structure in Chad comprises a national coordination office in N’Djamena , a base in the Sila province at Goz Beida , a base in the Lake province at Bol , and a base in the Moyen-Chari province at Sarh. Current main areas of intervention include education, child protection, food security, pastoralism, agricultural development, and peacebuilding. In terms of funders, COOPI works mainly with the European Union delegation, ECHO, AFD, UNICEF, AICS, UN – PBF and FCDO – ISF.
Job objective
The consortium coordinator will be responsible for ensuring the proper implementation of the project , as well as administrative, logistical and human resource management, in compliance with the commitments made to the beneficiaries and the project’s funder.
Responsibilities
REPRESENTATION
- Maintain external relations with other consortium members, funders, clusters, associated technical groups and thematic working groups;
- To ensure good institutional relations with beneficiaries, project partners and local authorities.
DEVELOPMENT
- Strengthening the skills of local partners for the implementation of projects;
- Produce a report to capitalize on the experience gained within the framework of the project;
- Identify, process and prepare the documentation required for submitting new projects , in accordance with the organization’s processes and procedures.
MANAGEMENT
Project management
- Plan and control the execution of the activities stipulated in the contract;
- Ensure that project documentation is complete and correct, including communications and changes;
- Ensure that project monitoring systems are in place and effective to guarantee control of indicators and activities ;
- Ensure compliance with COOPI and donor procedures in all operational activities and actions related to the project;
- Prepare all required technical and financial reports and submit them to the coordination team for validation;
- To ensure, through training and information actions, the prevention of violations of the code of ethics, the LEFP and illicit behavior.
Economic/financial management
- Plan the expenses to be incurred in accordance with the project budget;
- Regularly monitor expenditures and oversee the management of the project’s cash flow and accounts using COOPI’s management tools;
- Cooperate with the consortium and country administrator.
Security management
- To monitor compliance with safety procedures by all project personnel;
- Analyze the security situation in the project area and decide on the measures to be taken, in collaboration with the head of mission, regarding the security plan.
Personnel management
- Recruit the technical staff for the project;
- Coordinate and control the work of all project staff in accordance with COOPI procedures;
- Ensure the capacity building of project staff;
- Correct any behavior that does not comply with COOPI’s regulations, policies and procedures;
- Conduct staff evaluations.
Communication and fundraising management
- Supporting the production and distribution of COOPI’s communication and visibility products in the country (newsletters, project sheets, brochures, success stories, photos/videos, etc.);
- Gather the necessary data and information in cooperation with field teams in order to improve communication products.
Candidate Profile
ESSENTIAL
- Degree in political science, development or humanitarian aid or in a relevant field of the project acquired at least 3 years ago ;
- Field work experience in development cooperation and humanitarian aid of at least 3 years;
- Knowledge of the project cycle, the world of humanitarian aid and development cooperation;
- Ability to work in a team and in a multicultural environment;
- Excellent interpersonal and communication skills;
- Good command of common software (Word, Excel, PowerPoint);
- Excellent oral and written command of the French language;
- Sense of organization and teamwork, flexibility;
- Ability to work under pressure, independently, and in an often uncomfortable environment;
- Respect for COOPI’s values ​​and mission.
DESIRABLES
- Experience working with the European Union ;
- Prior experience in African countries ;
- Prior experience with COOPI and knowledge of its procedures and tools.
