The MEL Technical Advisor position is part of the Program Expertise & Quality (SEQP) department within the Operations Directorate of SOLIDARITES INTERNATIONAL. This department aims to support field teams in the development and implementation of programmatic quality, according to the technical standards established by SI.
Under the supervision of the Deputy Director of SEQP, the MEL Technical Referent will have the following missions:
- Technical support and assistance to Country Offices (60%)
- Structuring technical expertise (25%)
- Internal coordination (15%)
Expertise in monitoring and managing program data is key for this position, as the organization seeks to strengthen its data collection, processing, and analysis systems to extract reliable, structured information that fosters an agile approach to project management. This information must also be comparable over time and across different geographic regions for broader governance purposes. The role will involve leading scoping efforts, strengthening the expertise of country teams, and overseeing the implementation of practical tools that meet the needs of both headquarters and the field. These objectives will require the technical lead to work with sector teams (Water, Sanitation and Hygiene, and Food Security and Livelihoods), particularly to support the identification or development of resources and tools that address sector information management needs.
Support for the Evaluation and Learning functions will constitute a minor part of the position. It will involve providing support to country teams on identifying methodologies and approaches adapted to the teams’ learning needs, and making recommendations.
Your profile
Education: Master’s degree in Humanitarian Studies, Political Science, International Relations;
Experiences:
- Minimum 4 years of experience as a MEL or MEAL (SERA) Technical Manager/Referent in an NGO
- Experience as a MEL or MEAL (SERA) Program Manager/Coordinator, including the implementation of MEAL strategies or action plans in the field
- Proven experience in supporting program teams in the development and implementation of monitoring processes and tools
Desired skills and qualities:
- Cross-cutting understanding of WASH/SAME/Shelter issues in emergency and recovery contexts, ideally in development contexts;
- Implementation of systems or tools for managing program data;
- Development of training materials and capacity building;
- Qualitative and quantitative survey methodologies, including training, sampling, collection, supervision, analysis and sharing of results (visualization);
- Completion of assessment and learning exercises;
- Project and program engineering and ability to define and implement tools and methodologies;
- Excellent summarization and writing skills.
Computer skills:
- Microsoft Office
- Database management software
LANGUAGES :
- French / English – Fluent
- Spanish is an asset
