The Rapid Response Program Manager is responsible for implementing and achieving the objectives defined in the operational proposals. They are responsible for supervising the operational teams assigned to the programs in their area of ​​responsibility. They ensure the proper execution and quality of the activities of the implemented program(s) and, where necessary, propose adjustments or modifications to ensure their relevance.

Your main responsibilities:

Project implementation:

  • Preparation of the work plan and implementation schedule for RR programs (cash and NFI);
  • Ensure the implementation of distribution programs, in coordination with stakeholders on the ground, ensuring that quality and standards are taken into account and respected throughout the project implementation;
  • Participate in coordination meetings and working groups;
  • Regularly monitor budget spending and the achievement of specific objectives;
  • Ensure that distribution activities are completed on time, meet objectives and respect the budget, using existing procedures and to achieve the desired impacts;
  • In coordination with logistics and administrative services, ensure compliance with procedures.

Analysis and strategy:

  • Ongoing analysis of the context and positioning with the various humanitarian actors (OCHA, Cluster)
  • Develop the intervention strategy according to the relevance and evolution of the context;
  • To propose adjustments or changes to ensure the continued relevance of activities.
  • Proposal for link and strategic partnership with other humanitarian actors.

Human Resources Management:

  • Responsible for the implementation team in the field and throughout the project;
  • Responsible for recruiting the team in collaboration with the HR department;
  • Train and develop the technical skills of the program team (identify training needs);
  • Propose the necessary and relevant adaptations to the organizational chart.

Data management and reporting:

  • Ensure the compilation, quality of data entry and processing in the indicator table;
  • Ensure the classification and archiving of data relating to the implementation of the project;
  • Ensure that the PM Boxes are consolidated monthly for the projects;
  • Participate in the drafting of the monthly SITREP;
  • Provide regular activity reports;
  • Participate in donor reports and the preparation of project proposals.

Security management

  • Ensure daily coordination with the humanitarian access department and ensure proper monitoring of security procedures for all staff under their supervision.
  • Financial management and programming
  • Regular updates to the BFU, in collaboration with the Finance Coordinator.
  • Monitoring of all expenses related to the Rapid Response program.

External representation and coordination:

  • Coordinate stakeholders in the intervention areas (local and traditional authorities, community leaders, humanitarian actors in the area);
  • Ensure external coordination and operational management of partnerships;
  • Represent the NGO in various meetings and maintain and develop good working relationships as well as good visibility of the NGO in these meetings, clusters, etc.

Your strengths and skills:

Education and experience:

  • University education (BA or MA)
  • At least 3 years of experience managing similar project(s) and knowledge of market analysis.
  • Required experience in a humanitarian context (preferably in Emergency situations) with the ability to work under pressure and in a tense and volatile security environment.

Additional specialized knowledge required:

  • Experience in logistics preferred
  • Skills in financial management and planning
  • Excellent organizational skills and responsiveness, sense of priorities and responsibility
  • Excellent team management and communication skills
  • Autonomy and flexibility; strong analytical and problem-solving skills
  • Writing skills for reporting
  • Good knowledge of Excel (databases, mail merge, surveys) and Word; proficiency with Kobo is an advantage
