DanChurchAid (DCA) is launching a call for expressions of interest for the external evaluation of its country program in the Democratic Republic of Congo (2023–2027) .
Present in the DRC since 2004, DCA’s program operates primarily in the eastern part of the country (North and South Kivu) in a context marked by protracted conflicts, massive population displacements, and significant multi-sectoral humanitarian needs. Interventions include protection, mine action, humanitarian assistance (shelter, NFIs/NFIs, cash), and strengthening the resilience of affected communities.
The evaluation, scheduled for June 2026 , aims to assess the overall performance of the program over the period 2023–2026, in relation to DCA’s strategic objectives ( Save Lives, Build Resilient Communities, Fight Extreme Inequality ). It will be conducted according to the OECD DAC criteria (relevance, effectiveness, efficiency, coherence, impact, and sustainability) and will adopt an approach integrating the humanitarian-development-peace nexus.
The purpose of this assessment is to:
- Strengthen accountability to stakeholders;
- Generate organizational learning;
- Inform the design of the next country program cycle.
DCA invites individual consultants and qualified evaluation teams to submit their technical and financial proposals in accordance with the requirements detailed in the Terms of Reference.
