3iS is an international non-profit organization
that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The main objective of this project is to improve the timeliness, efficiency and relevance of the humanitarian response through the systematic use of real-time information from communities and implementing partners.
The initiative is based on the implementation of an integrated system of two-way communication, monitoring and interoperable information management, which strengthens accountability to communities (AAP), improves access to information on assistance and optimizes decision-making in the humanitarian system.
The project promotes the integration of structured and unstructured data, the use of artificial intelligence tools for real-time analysis, and interoperability with existing platforms, reducing duplication and strengthening operational efficiency.
Description of Services:
The individual responsible for providing these services will be in charge of organizing data collection, performing its analysis and technical interpretation, and generating reports and visualizations that are understandable to diverse audiences. To do this, they must apply knowledge of programming languages ​​such as Python or R, database management, and information visualization techniques. They will also use artificial intelligence tools to develop practical solutions, such as process automation or the implementation of intelligent agents. The consultant will create information products derived from the data analysis, interpret the information with technical expertise, and communicate the results clearly, independently, and effectively, in a collaborative environment focused on the strategic use of data.
It will also contribute to the analysis of information from community feedback mechanisms and the generation of evidence for humanitarian decision-making in coordination spaces.
Activities
A. Specific activities:
- Compile, debug, process and analyze information from primary and secondary databases, including structured and unstructured data from communities and implementing partners.
- Prepare, draft and present technical reports and analytical products aimed at decision-making in humanitarian coordination spaces.
- Identify, establish and manage information exchange flows with key actors and institutions, in accordance with the project requirements.
- Generate analyses that allow the identification of trends, gaps in response, and early warnings at the territorial level.
- Analyze information from community feedback mechanisms (CFPs), including free text, audio, or other unstructured formats.
- Apply and incorporate data processing and analysis methodologies, as well as document in detail the procedures implemented.
- Support the integration and harmonization of data with existing systems (e.g., ActivityInfo/5W, Anticipa, or other relevant platforms).
- Review, validate and propose relevant statistical methodologies for the collection, processing and analysis of both primary and secondary data.
- Provide technical assistance in the implementation of artificial intelligence-based solutions for the processing, classification, and analysis of information in real time, including large volumes of community data.
- Develop and maintain reproducible and efficient scripts for statistical analysis, using languages ​​such as Python, R, Stata or others that may be appropriate.
- Design and generate interactive visualizations and automated reports using tools such as Power BI, online dashboards, or notebooks.
- Manage technically and update clear and structured technical documentation on the processes performed, workflows and best practices in data science.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
- Supporting the analysis of information in field missions and its integration into information products for decision-making.
MINIMUM QUALIFICATIONS:
Professional education
with a university degree in statistics, mathematics, data science, economics, or related fields. Postgraduate studies or additional training in data science, artificial intelligence, or machine learning.
Experience
: To be eligible, applicants for this service provision must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference. Experience in the humanitarian sector (desirable) will be especially valued, as will participation in primary and secondary data collection and analysis processes. Prior experience using artificial intelligence tools, process automation, or developing intelligent agents (desirable), and the preparation of technical reports or analytical products for non-specialized audiences will also be considered relevant.
Technical Skills
- Solid training in statistics, data science or related disciplines, with conceptual and applied mastery in the treatment of quantitative data.
- Knowledge of descriptive and inferential statistical methodologies, including sampling techniques, multivariate analysis and predictive modeling.
- Proficiency in statistical programming languages, with demonstrable experience in at least one of the following: Python or R.
- Competencies in the use of artificial intelligence tools applied to data, such as machine learning, natural language processing (NLP), rule-based agents or language models (LLMs).
- Knowledge and use of statistical analysis tools such as SPSS, SAS, STATA, R or other relevant technical packages.
- Familiarity with data visualization platforms, such as Power BI, Tableau, or other similar tools.
- Proficient in information systems and databases, with the ability to extract, transform, and analyze data from various sources.
- Advanced proficiency in the Microsoft Office suite, with special emphasis on the use of Excel for data analysis and report preparation.
- Ability to work with a results-based approach, focused on meeting standards and measurable goals through management indicators.
- Ability to document processes, communicate technical results clearly, and collaborate in interdisciplinary and dynamic environments.
- Experience in data analysis in humanitarian contexts, response monitoring or interoperable information systems (desirable).
Languages:
Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
Accountability to beneficiaries
Staff are expected to respect the principles of accountability to beneficiaries of 3IS programs in line with international standards, while actively involving beneficiary communities as equal partners in the design, monitoring and evaluation of 3IS projects.
