3IS is an international non-profit organization
that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The main objective of this project is to improve the timeliness, efficiency and relevance of the humanitarian response through the implementation of an integrated system of two-way communication, monitoring and interoperable information management in prioritized territories.
This initiative seeks to strengthen accountability to communities (AAP), facilitate access to information on humanitarian assistance, and optimize analysis and decision-making processes through the use of real-time information from communities and implementing partners.
The project promotes a people-centered approach, integrating the voice of communities into monitoring processes and strengthening interoperability with existing humanitarian systems, reducing duplication and improving operational efficiency.
Description of Services:
The individual providing these services will be responsible for the design, analysis, and presentation of information management products to support strategic decision-making in the humanitarian field. Their main functions will include organizing the collection, processing, and analysis of data, ensuring that the information products are accurate, accessible, and understandable for both general and specialized audiences.
It will also support the implementation and use of two-way communication tools with communities, as well as the integration and analysis of real-time information for humanitarian decision-making.
Additionally, the professional will need to interact with different sectors and humanitarian organizations at the local and national levels, ensuring an adequate flow of information and the development of innovative methodologies to improve the quality and impact of the analyses.
A. Activities:
1. Planning and Coordination
- Develop a work plan in coordination with the Project Manager that addresses the project’s information requests and requirements. The final list of deliverables will be based on this plan and the established needs. Potential deliverables include infographics, dashboards, presentations, newsletters, and/or information systems, created in collaboration with the 3iS team.
- Participate in meetings convened with the project’s strategic partners and the EVIDEM consortium when required in order to coordinate and plan the required information products and services.
- To act as a liaison between humanitarian partners, at the local and national levels, and international organizations to facilitate data exchange and ensure consistency in information management.
- Participate in the 3iS cross-functional team meetings and in the knowledge management spaces organized for this purpose.
- Attend the in-person sessions to which you are summoned.
- Support the coordination with implementing partners for the adoption of the two-way communication and monitoring system.
- To contribute to the socialization and appropriation of AAP tools in the territory.
- Conduct field missions in support of local coordination structures when their participation is required. This involves raising awareness of the humanitarian situation and partners’ responses through data collection, processing, analysis, and the creation of information products to support decision-making.
2. Collection, Processing and Analysis of Information
- Compile, cleanse, process and analyze information from existing databases or databases created specifically at the request of clusters, sector, ELC or other strategic partner of the humanitarian architecture in Colombia
- Identify and manage information exchange flows with key stakeholders.
- Apply innovative methodologies, including artificial intelligence, for the processing of structured and unstructured information from communities and implementing partners.
- Develop and update databases for continuous monitoring of the humanitarian response.
- Integrate information from community feedback mechanisms into the analysis processes.
- Support interoperability with existing systems (e.g., ActivityInfo/5W, Anticipa, and others).
3. Development and Presentation of Information Products
- Design reports, summaries, and visual products to facilitate data interpretation.
- Prepare analyses on humanitarian needs, access to services and perception of the response, integrating community and operational data.
- Generate information products related to the project requirements.
- Present information products at meetings with key stakeholders.
4. Monitoring and Evaluation
- Register, validate and track key indicators related to AAP, system usage, and humanitarian response monitoring.
- Ensure the timely delivery of information products according to the agreed work schedule, which must correspond to the requests received from EVIDESK.
- Prepare monthly progress reports with statistical analysis and strategic recommendations.
- Contribute to the development and strengthening of evaluation strategies.
- Contribute to monitoring the use of the information generated (Feedback) for operational decision-making.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
- Support field missions for the implementation and socialization of two-way communication tools (AAP).
- Identify barriers to access to information and connectivity that affect community participation.
MINIMUM QUALIFICATIONS:
Professional education
with a university degree in statistics, economics or related fields. Postgraduate studies (desirable).
Experience
: To be eligible, applicants for this position must have at least three years of experience in activities similar to those described herein. Experience in the humanitarian sector is desirable. Experience in primary and secondary data analysis and collection is required. Experience in analytical processes and report writing is also desirable.
Technical Skills:
Experience in handling information systems and having relevant skills for data analysis.
Knowledge of data analysis tools (SPSS, SAS, STATA, R, or any other relevant statistical package).
Knowledge of data visualization packages.
Advanced proficiency in Microsoft Office, with special emphasis on Excel.
Ability to work based on objectives and compliance with standards through management indicators.
Experience in humanitarian information systems, GIS, AAP or response monitoring (desirable)
Knowledge of data collection tools (Kobo, ODK or similar) (desirable)
Languages:
Fluency in Spanish (speaking and writing) is required; intermediate knowledge of English is desirable.
Accountability to beneficiaries
Staff are expected to respect the principles of accountability to beneficiaries of 3IS programs in line with international standards, while actively involving beneficiary communities as equal partners in the design, monitoring and evaluation of 3IS projects.
