What are we looking for?

The Norwegian Refugee Council (NRC) is seeking a dedicated, resilient, and dynamic professional to fill the role of Northeast Area Manager for Colombia. The purpose of this position is to ensure the effective implementation of programs and projects within their assigned area (the departments of Norte de Santander, Arauca, and Magdalena), guaranteeing adherence to high standards of quality, efficient use of resources, and respect for institutional commitments made to communities, donors, and local authorities. Additionally, the NRC will lead the organization’s representation at the regional level, strengthening strategic relationships with humanitarian, governmental, and community stakeholders, and contributing to the organization’s positioning, programmatic expansion, and operational sustainability in the region.

The Northeast Region faces a complex humanitarian situation stemming from armed conflict, mixed migration, and the impact of climate change. Interventions in this area focus on mitigating protection risks such as displacement and confinement, among others. With offices in Cúcuta, Ocaña, Arauca, Santa Marta, and Tibú, NRC addresses these needs through programs in Education, Legal Assistance (ICLA), Protection, Infrastructure, Water and Sanitation, and Food Security, focusing on guaranteeing fundamental rights in contexts of high operational complexity.

What will your responsibilities be?

  • Exercise direct supervision of staff acting as program and support focal points in the area, including supervision of field office coordinators where applicable.
  • Actively participate as a member of the Country Management Team (CMG) for Colombia, Ecuador and Panama, contributing to strategic decision-making.
  • Ensure compliance and adherence to NRC policies, guidelines and procedures in all processes within the area.
  • Liderar el análisis, planeación y revisión periódica de la estrategia de intervención de NRC en el área/país, asegurando la sostenibilidad operativa de la oficina de área.
  • Monitorear de manera continua el contexto político, humanitario y de seguridad en el área, proponiendo ajustes estratégicos oportunos a la intervención.

Requisitos de educación y experiencia

  • Profesional en Ciencias Sociales, Ciencias Económicas, Administrativas o áreas relacionadas, con título de posgrado (Maestría o Especialización) en áreas afines a la Gestión de Proyectos, Cooperación Internacional, Desarrollo o Dirección de Organizaciones.
  • Experiencia comprobada en contextos complejos y volátiles.
  • Resultados demostrables en implementación y gestión de programas.
  • Conocimiento sólido del contexto humanitario Colombiano.
  • Fluidez en español e inglés (oral y escrito).
  • Mínimo 3 años de experiencia en cargos de alta dirección/gerencia de operaciones en cooperación internacional o asistencia humanitaria
  • Experiencia en gestión de equipos multidisciplinarios y procesos de fortalecimiento de capacidades.
  • Experiencia en relacionamiento con donantes, coordinación humanitaria y planeación estratégica.
  • Conocimiento del contexto local.
  • Conocimiento y manejo en herramientas ofimáticas.
  • Conocimiento del marco legal del país relacionadas con la población de interés.

  • Duración del contrato: 31 marzo 2027- extensión condicionada a la existencia de recursos y a los requerimientos de la operación en el territorio
  • Compensación/beneficios: De acuerdo con las escalas salariales de NRC, sus términos y condiciones esta posición es Grado 10.
  • Ubicación: Cucutá, Colombia

The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination, and exclusion. Those phenomena are accelerating across the region.
