Infrastructure Delegate in Benin (M/F/D) – Reference: 6444

For the International Aid of the Luxembourg Red Cross ASBL (AICRL) in Togo, on a 12-month fixed-term contract to start as soon as possible (renewable position)

Under the supervision of the Head of Mission for Benin/Togo of the AICRL (International Association for the Coordination of Local Rehabilitation and Development), the infrastructure delegate acts as the internal Red Cross technical expert for monitoring and ensuring the proper execution of works. He/She conducts technical analyses of construction or renovation projects, evaluates bids and quotes from service providers, and guarantees technical, qualitative, and operational monitoring of the works until their provisional and final acceptance.

The infrastructure delegate ensures the coordination of the components Humanitarian Housing (Shelter), Water and Sanitation, Community Infrastructure (health centers, schools, …) and Individual Traditional Housing.

Missions :

Technical analysis of projects

  • Carry out technical assessments in the field (soil studies, topography, water sources, …).
  • Read and interpret architectural and technical plans.
  • Prepare technical files: plans (Autocad/Archicad), structural calculations, quantity and cost estimates (DQE).
  • Verify the consistency between the plans, the technical constraints and the reality on the ground.
  • Identify critical technical points and anticipate potential implementation difficulties.
  • integrate international (sphere) and local construction standards

Analysis of quotes and proposals from companies

  • Launch the calls for tenders for the selection of construction companies
  • Analyze and compare quotes from companies
  • Verify the technical conformity of the proposals with the plans and specifications.
  • Evaluate the costs and propose adjustments or optimizations.
  • Participate in the selection of service providers.

Site management and supervision

  • Validate the construction steps (attachments) and authorize payments to service providers.
  • Ensure operational coordination with companies working on the construction site.
  • Ensure that deadlines are met and that interventions are properly organized.
  • Participate in site meetings and ensure follow-up on decisions made.

Technical and quality control

  • Verify that the work carried out conforms to the plans, technical specifications and applicable standards.
  • Control the quality of materials and the execution of work.
  • Identify any non-conformities and follow up with the companies on their correction.

Administrative monitoring and reporting

  • Write site reports
  • To act as the interface with local authorities, technical ministries and national partners.
  • Monitor the progress of the work and alert in case of technical, budgetary or scheduling deviations
  • Write narrative reports and contribute to financial reports (internal and external)

Acceptance of the work

  • Organize and participate in the provisional and final acceptance operations
  • Identify any potential issues and monitor their resolution
  • Verify the final conformity of the work carried out

Volume FOUR

  • Supervise the execution of drilling, water supply networks or waste management systems.
  • Establish management structures in accordance with national policies
  • Raising awareness among teams about community mobilization approaches

Capacity building

  • Supporting and training volunteers and staff of local national societies

Profile:

  • Education: Engineering degree in civil engineering, infrastructure engineering, construction, building, hydraulics or a similar technical field
  • Experience in monitoring work or coordinating construction sites
  • Minimum 5 years of experience, ideally in a humanitarian and/or development context, in multi-stakeholder coordination and the implementation of projects and programs
  • Experience working in conflict zones and ability to work in the field
  • Experience in project management, ideally funded by international donors
  • Sensitivity to the issues of sustainability, safety and social impact of infrastructure
  • Knowledge of local and international building standards
  • Ability to read and analyze complex plans, specifications and technical documents
  • Proficiency in computer-aided design software (AutoCAD/Archicad) and structural dimensioning software
  • Adherence to the 7 fundamental principles of the Red Cross
  • Proficiency in French is required; knowledge of English is an asset.
  • Experience in West African coastal countries, collaboration with architects and construction companies, and experience within the Red Cross movement are assets.
