Responsible for strengthening, maintaining the organization’s capacity to promptly assess, implement, and monitor humanitarian response, while enhancing overall staff preparedness and response capability. The role ensures that systems, tools, and teams are adequately prepared to respond in a timely, coordinated, and principled manner. During non-emergency periods, the role supports the Country Director and Deputy Country Director through gap filling and provides operational and technical assistance to ongoing programs and projects to ensure continuity and efficiency, while also contributing to institutional learning, preparedness system strengthening, and strategic positioning of the mission in humanitarian coordination platforms and donor engagement spaces.

Key activities in your role will include

Objective 1: Emergency Response: Ensure timely, effective, and coordinated humanitarian response through strengthened humanitarian context awareness, rapid assessment, response, and operational leadership in emergency contexts.

  • Monitor and analyse the humanitarian context in the country, including emerging risks, triggers, and trends, in line with anticipatory action and rapid response frameworks, using both primary and secondary data sources (e.g., government reports such as DROMIC, NDRRMC situational reports], cluster updates, and field-level information).
  • Lead emergency needs assessments and ensure timely preparation and dissemination of situation reports in coordination with the Country Director and Deputy Country Director, including regular production of situation reports at a frequency defined by operational needs (e.g., increased frequency during peak emergency periods), drawing from primary data (needs assessments) and secondary sources, and contributing to both internal and coordinated multi-partner reporting mechanisms.
  • Lead the establishment and operationalization of field bases for emergency response in coordination with relevant Action Against Hunger departments.
  • Lead and provide overall technical and operational oversight of emergency project planning, implementation, supervision, and quality assurance in coordination with sectoral referents, Deputy Country Director, and support departments, ensuring adherence to recognized humanitarian standards (e.g., Sphere Standards).
  • Lead and ensure all emergency interventions comply with donor requirements, Action Against Hunger standards, and national and global humanitarian response frameworks.
  • Lead and/or support the development of high-quality proposals, concept notes, and donor reports aligned with emergency response priorities, ensuring evidence-based design and alignment with identified needs and gaps.
  • Ensure systematic integration of cross-cutting issues, including gender, protection, accountability to affected populations, and inclusion, in all emergency programming.
  • Lead the development and implementation of MEAL systems for emergency interventions in coordination with technical teams, including post-distribution monitoring (PDM), feedback and complaints mechanisms, and real-time learning processes.
  • Ensure systematic collection, consolidation, and analysis of field-level updates from emergency response teams, integrating these into MEAL tracking systems and operational dashboards to support real-time decision-making and adaptive management
  • Act as Head of Base (Officer-in-Charge) or Head of Project during emergencies in the absence of the Head of Base, ensuring operational continuity, coordination, and security management.

Objective 2: Emergency Preparedness and Gap-Filling Support (Non-Emergency Context): Strengthen organizational readiness and resilience through preparedness systems, capacity building, and continuous learning for effective humanitarian action.

  • Review, update, and operationalize Emergency Preparedness and Response Protocols, ensuring alignment with national systems and global standards, including rapid response and anticipatory action frameworks.
  • Support the development and operationalization of a standardized Humanitarian Response Toolkit and Business Continuity Plan
  • Provide on-site and remote gap-filling support to projects and programs in coordination with the Country Director and Deputy Country Director.
  • Document and analyse lessons learned and best practices from emergency operations to strengthen organizational learning and improve future response quality and impact, ensuring lessons are translated into actionable improvements in systems and practices written and documented in the continuously updated Emergency Preparedness and Response Protocols.
  • Contribute to mission strategy development, particularly in strengthening the humanitarian-development-peace nexus approach.
  • Strengthen staff and partner capacities in emergency preparedness, response, and anticipatory action systems.
  • Support senior management in technical discussions, coordination, and negotiations with donors and external stakeholders.

Objective 3: Human Resources, Finance, and Logistics Management (Emergency Context): Ensure efficient, accountable, and compliant management of resources in support of effective humanitarian operations.

  • Ensure supervision and control of project expenditure, including procurement planning, financial monitoring, and compliance with financial management systems**, including budget tracking, burn rate analysis, and forecasting, and close monitoring of emergency response (ER) project progress against targets and timelines.
  • Budget management and oversight of emergency response projects, including budget forecasting, execution monitoring, and contribute to the designing budget for new emergency interventions.
  • Lead and/or actively participate in regular project review meetings, ensuring systematic tracking of emergency response progress in terms of output achievement, timeline adherence, and budget utilization (including burn rate), and identifying corrective actions where needed.
  • Provide technical and operational inputs to the development and review of technical implementation plans (TIPs) in coordination with Heads of Project (HoPs) and technical teams, ensuring feasibility, alignment with response objectives, and coherence with operational and budget parameters.
  • Ensure assigned resources are managed effectively towards achieving the results and objective in coordination with head of department and project staff at the field level.
  • Ensure full compliance with finance/administration and logistics procedures, including security, procurement, transport, warehousing, and asset management, ensuring audit readiness and adherence to donor and internal requirements.
  • Ensure effective planning, management, and performance monitoring of assigned staff, including regular performance evaluations.
  • Ensure compliance with Action Against Hunger human resource policies, procedures, and internal systems.
  • Ensure the fostering of conducive working relationships within the team, and a collaborative environment for the project.
  • Conduct regular meetings with the project staff engaged in emergency response projects and partners staff, and prepare and disseminate minutes of meetings
  • Ensure adherence to branding, visibility, and communication guidelines.
  • Promote coordination across departments to ensure timely and efficient delivery of project objectives.
  • Foster strong team cohesion, collaboration, and a positive working environment.
  • Apply strong conflict management and communication skills to proactively address team challenges.
  • Ensure timely submission of mission reports in accordance with internal reporting systems, including tracking reporting timelines, supporting consolidation of data across teams, and ensuring consistency and accuracy of reported information, with appropriate validation through sources of verification (SoVs).

Objective 4: Representation and Coordination: Ensure effective representation of Action Against Hunger and strengthen coordination, partnerships, and information sharing across stakeholders.

  • Facilitate regular project coordination meetings and participate in mission management meetings, ensuring proper documentation and follow-up of decisions.
  • Provide technical inputs and data to the Communications Department for visibility and external communication.
  • Participate in technical discussions, negotiations, and coordination with donors and external stakeholders as required.
  • Support identification and engagement of strategic partners in the Philippines to enhance program effectiveness and coverage, including government agencies, NGOs, private sector actors, and academic institutions.
  • Ensure timely sharing of project information with coordination platforms, clusters, and technical leads.
  • Represent Action Against Hunger in relevant coordination mechanisms, working groups, and clusters, ensuring effective field-level representation and feedback loops.
  • Regularly update coordination teams on project progress, partnerships, and operational developments.

Objective 5: Safety and Security: Ensure the safety and security of staff, assets, and operations through compliance with security protocols and proactive risk management.

  • Continuously monitor and analyse the security context and provide timely reporting to line management and security focal points.
  • Ensure strict adherence to mission security reporting systems and timely submission of reports.
  • Ensure compliance with field-level security procedures in coordination with logistics and security focal points.
  • Report any incidents affecting operations directly to the Country Director and Logistics Coordinator.
  • Promote compliance with security rules among all staff members.
  • Support the implementation, revision, and development of security management and business continuity plans.

Do you meet the profile required criteria?

  • Bachelor’s and/or Master’s degree in Humanitarian Action, International Development, or related fields such as Social Sciences, Law, Economics, or other relevant disciplines.
  • Desirable: Specialized training in Humanitarian Action, Rapid Response Mechanisms, and Anticipatory Action, including emergency and development project management.
  • Training in project financial management, monitoring and evaluation (MEAL), and cross-cutting issues such as gender equality, disability, and social inclusion (GEDSI), human rights, protection, conflict sensitivity, and environment.
  • Strong experience in project cycle management, including budget development, financial planning, and expenditure tracking.
  • Familiarity with emergency and development donor regulations, compliance requirements, and reporting standards.
  • Strong knowledge in multi-sector Humanitarian Action, Rapid Response Mechanisms, and Anticipatory Action frameworks, aligned with national and global standards and best practices.
  • Proven skills in proposal development (in English), with strong command of the logical framework approach and theory of change.
  • Experience in drafting high-quality donor reports and other accountability and communication documents in English.
  • Demonstrated experience in partnership development and stakeholder coordination/management across government, NGOs, and other actors.
  • Experience in capacity building and institutional strengthening processes at organizational or field level.
  • Working knowledge of gender mainstreaming, human rights-based approaches, and protection principles in program design and emergency operations implementation, including safeguarding, prevention of sexual exploitation and abuse (PSEA), and accountability to affected populations (AAP).
  • Familiarity with humanitarian systems, coordination structures in the Philippines and national policies and guidance, including the National Disaster Risk Reduction and Management Framework (NDRRMF), cluster coordination systems, and emerging anticipatory action and shock-responsive frameworks.
  • At least 5 years of progressive experience in project management in multi-sector humanitarian and/or development settings, preferably in roles with similar responsibilities.
  • Demonstrated experience in project design, planning, implementation, and monitoring aligned with humanitarian and development standard.
  • Proven experience in emergency preparedness and response, including application of Humanitarian Action, Rapid Response Mechanisms, Anticipatory Action frameworks aligned with national and global standards.
  • Experience in coordinating and implementing emergency response interventions in dynamic and complex contexts.
  • Experience in representation and coordination with donors, national and sub-national government agencies, and other stakeholders.
  • Experience managing field level humanitarian response operations, including human resources, finance, logistics, and security.
  • Experience in leading and managing consortia is an asset.
  • Desirable:
    • Experience working with donor-funded projects, including European Union Humanitarian Aid and Civil Protection (EU/ECHO), United Nations (UN) agencies, Global Affairs Canada (GAC), Swedish International Development Cooperation Agency (Sida), AECID, and Start Fund.
    • Knowledge in the use of tools that support data management, analysis, and innovation (e.g., Kobo, Power BI).
  • Knowledge of, and commitment to the Humanitarian Principles
  • Understanding of the humanitarian context and coordination structure in the Philippines
  • Willingness and ability to travel within the country, including to disaster-affected, high-risk, and remote locations during emergency response operations, often on short notice and in demanding operational environments.
  • Advanced command of computer tools and Microsoft Office package
  • Advanced level written and spoken English
  • Working knowledge on local languages is an asset.
