Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato, direct technical supervision of the National Project Officer (Engineering) in Cotabato City, and direct administrative supervision of National Project Officer (Transition and Recovery) in Marawi City, the successful candidate will support the implementation of peace, transition and recovery programming in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in accordance with IOM’s polices, standards, and commitments. The successful candidate is expected to provide support to collaboration and coordination with Local Government Units (LGUs) of Lanao del Sur and Marawi, Marawi Rehabilitation Program (MRP), Marawi City’s Project Management Office (PMO), and local office of National Housing Authority (NHA), and other government and non-government stakeholders, for the quality implementation of shelter and settlement assistance, and interventions focused on supporting the transition, recovery, and durable solutions for IDPs and affected populations.

Responsibilities

  • Support the implementation of project activities related to shelter, community infrastructure and recovery in line with programme objectives, approved workplans, and technical guidance provided by supervisors.
  • Assist in the preparation and review of detailed and achievable workplans and activities at the field level, based on assessments, information verification or validation, and consultations with stakeholders.
  • Collect, organize and compile data, and assist in the preparation of technical plans, construction documents, and bills of quantities (BOQs) informed by assessments and consultations with communities and local government counterparts.
  • Collect and analyze basic data and provide inputs for the development of assessment tool and selection criteria for prioritizing infrastructure and shelter rehabilitation and enhancement needs.
  • Work closely with the Supply Chain Unit to support cost-efficient delivery of construction materials, including tracking, following up and reporting on delivery status.
  • Assist in identifying challenges and report implementation gaps and issues to the supervisor.
  • Support the monitoring and reporting on compliance of construction and rehabilitation activities implemented by partners, vendors/suppliers, and field teams with government regulations, IOM standards, and relevant building codes at the field level.
  • Support the field monitoring and preparation of progress and accomplishments reports, including photo documentation (before and after), by collecting, compiling and summarizing information highlighting follow-up actions.
  • Support the integration of IOM standards, including Accountability to Affected Population (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Do-no-Harm, and Conflict sensitivity frameworks in coordination with project team.
  • Undertake duty travels in support of the programme.
  • Perform other duties as may be assigned.

Qualifications

Education

  • Bachelor’s degree in Engineering or a related field from an accredited academic institution with four years of relevant professional experience; or,
  • High school diploma with six years of relevant professional experience;

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience supporting the implementation of infrastructure, shelter and settlement, or related programmes.
  • Experience supporting project activities in the context of peacebuilding or post-conflict settings.
  • Experience in liaising with government counterparts, including those in LGUs, local and national line agencies and/or BARMM Ministries with relevant programs on shelter and settlement, and durable solutions.

Skills

  • Good data management and basic data analysis skills.
  • Good communication, reporting, and computer skills, including working knowledge of Microsoft Office applications.
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to displacement solutions, shelter and settlement, recovery and rehabilitation is highly desirable.

Language

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).

For this position, fluency in English and Filipino/Tagalog is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
