Call For Proposals For The Implementation Of A Coverage Survey Following The Routinization Activities Of Vitamin A Supplementation At Helen Keller International

Helen Keller International supports vitamin A supplementation for 40 million children each year in 14 sub-Saharan African countries. When administered twice a year to at least 80% of children aged 6 to 59 months in countries with high under-five mortality and high rates of vitamin A deficiency, vitamin A supplementation can help reduce infant mortality by up to 24%.

In Madagascar, Helen Keller Intl provides technical and financial support to the Ministry of Public Health for the delivery of Vitamin A Supplementation (VAS) in 8 regions, namely Menabe, Ihorombe, Betsiboka, Boeny, Sofia, Melaky, DIANA and SAVA, through routinization activities.

In order to assess the number of children affected by these catch-up programs (coverage), Helen Keller Intl conducts cross-sectional household surveys following the methodology developed by the WHO to measure SVA coverage.

We are currently seeking a consultancy firm to support the Helen Keller Intl teams in the country to conduct a coverage survey scheduled for July 2026. It will cover two strata :

  • The eight (08) regions supported by Helen Keller International ; the list of which is as follows: DIANA, SAVA, SOFIA, BOENY, BETSIBOKA, MELAKY, IHOROMBE, MENABE
  • Five (05) regions of Madagascar that are not currently supported by Helen Keller International , but have a similar profile to those supported by Helen Keller, and whose list is as follows: AMORON’I MANIA, ANOSY, FITOVINANY, VATOVAVY and ATSIMO ATSINANANA

How to apply

The firm will be responsible for preparing the investigation, including adapting protocols and tools, submitting protocols and tools to the ethics committee, recruiting and training investigators, and overseeing field data collection, data analysis, and report production.
