Call For Proposals For The Implementation Of Independent Monitoring Of A Hele-supported Vitamin A Supplementation Coverage Survey At Helen Keller International

Helen Keller International supports vitamin A supplementation for 40 million children each year in 14 sub-Saharan African countries. When administered twice a year to at least 80% of children aged 6 to 59 months in countries with high under-five mortality and high rates of vitamin A deficiency, vitamin A supplementation can help reduce infant mortality by up to 24%.

In Madagascar, Helen Keller Intl provides technical and financial support to the Ministry of Public Health for the delivery of Vitamin A Supplementation (VAS) in 8 regions, namely Menabe, Ihorombe, Betsiboka, Boeny, Sofia, Melaky, DIANA and SAVA, through routinization activities.

Independent monitoring for quality control of the post-event coverage survey of vitamin A supplementation in the first half of 2026. As part of strengthening the quality, reliability and credibility of data from the post-event coverage survey (PECS), independent monitors will be mobilized to ensure quality control of the post-campaign coverage survey of vitamin A supplementation. The PECS survey will be conducted in a total of two hundred and thirty (230) clusters selected using a size-proportional sampling (PPT) method, with one hundred and fifteen (115) clusters per stratum, and will cover a minimum of one thousand six hundred (1,600) households per stratum, for a total of three thousand two hundred (3,200) households.

Independent monitoring of the PECS survey will be implemented concurrently with the conduct of the PECS survey, 3 to 4 days after the effective start of the PECS survey; this is to ensure that the collection on the first cluster will be finalized by the PECS enumerators, and to ensure continuous quality control of the enumeration, household data collection and supervision processes, while limiting recall biases.

To this end, a consulting firm will be recruited to carry out independent monitoring, by sending monitors to perform quality control of data collection on a sub-sample from among the clusters sampled for the coverage survey.

Therefore, we are currently seeking a consultancy firm to support the Helen Keller Intl teams in the country to conduct this independent monitoring activity scheduled for July 2026. The PECS survey will cover two strata:

  • the eight (08) regions supported by Helen Keller International; the list of which is as follows: DIANA, SAVA, SOFIA, BOENY, BETSIBOKA, MELAKY, IHOROMBE, MENABE
  • Five (05) regions of Madagascar that are not currently supported by Helen Keller International, but have a similar profile to those supported by Helen Keller, and whose list is as follows: AMORON’I MANIA, ANOSY, FITOVINANY, VATOVAVY and ATSIMO ATSINANANA

How to apply

The firm will be responsible for preparing the survey, including adapting protocols and tools, recruiting and training monitors, and overseeing field data collection, data analysis, and report production.
