CONTEXT
The multi-year Migration project implemented in Russia, Armenia, Kyrgyzstan and Uzbekistan was originally set up by Secours Catholique Caritas France on an experimental basis in 2016. Since then, in view of the relevance of the project to respond to ever-increasing needs in this area, the project has been renewed each year with the same objective, namely to promote and protect the rights of migrants and their families in the Russian Federation – the country of destination – and in the countries of departure, in accordance with international conventions and treaties. The Migration project aims three specific objectives:
– Active participation of migrants and their families in the protection of their rights, freedoms and interests
– Effective provision of legal aid to migrants through an efficient referral system
– Active and effective cooperation of actors and/or stakeholders influencing the situation of migrants in countries of departure and destination at national and international levels.

CONTRACT DURATION
This is a full remote part-time consultant position for one year, with a possibility to extend the mission. Time required is estimated as 5 days/month. The mission will start on March 22, 2023 and conclude on March 21, 2024.
We are ideally seeking someone based in one of the four countries of implementation (Russia, Armenia, Uzbekistan and Kyrgyzstan), but are open to candidates based elsewhere if all other qualifications are met.
We are expecting the consultant to attend the annual project workshop with partners and other interested stakeholders (donors, government representatives) on project results and lessons learned. The annual project workshop is a 5 day-mission planed in Uzbekistan in late September or early October 2023. The mission-related expenditures, transportation, visas, meals, and other administrative costs will be reimbursed based on an invoice with actual expenditures justified by original bills according to SCCF policy.
MAIN OBJECTIVES
Under the overall responsibility of the Head of the Asia and Eastern Europe Department of the International Action and Advocacy Direction of the Secours Catholique – Caritas France, and having as referents the Project Officer for Armenia, Kyrgyzstan, Uzbekistan and Russia and the Migration project Coordinator of the Secours Catholique – Caritas France, the advocacy consultant will be in charge of:
- Supporting partners and the SCCF in designing advocacy strategy aimed at influencing decision-making at the organizational, local, national and international levels.
- Developing partners’ advocacy knowledge-skills-tools and sustainable advocacy process
- Ensuring program cohesion by coordinating partners’ advocacy objectives
RESPONSIBILITES
- Identify the strengths and weaknesses of each partner regarding their advocacy strategy
- Improve partners’ advocacy knowledge-skills-tools through capacity building meetings
- Support partners in designing stakeholder mapping and audience profiles adapted to each partner
- Identify the partners of the network who will carry out the advocacy and those you will contribute to it according to the stakeholder targeted
- Review, refine and upgrade partners’ advocacy strategy to get better outcomes
- Develop tools and sustainable advocacy process adapted to the different targets and involving beneficiaries (labour migrants and their family) in decision making process
- Support partners in directing actions for changing policies, positions and programs of migration related institution and in designing activities to reach a long-term vision of change
- Setting measurable goals, create key performance indicator and regular reporting of advocacy activities in coordination with the monitoring and evaluation specialist of the Project
- Ensuring internal information flow and tracking SCCF partners ‘advocacy activities
- Coordinate the advocacy strategy with the SMM and fundraising consultants
REQUIRED QUALIFICATIONS
Prerequisites
- Only duly registered independent consultant or employee of a consulting firm may answer
- Health, medical evacuation, accident and personal liability insurance is required
Experience
- A minimum of 5 year experience of effective advocacy and campaigning experience, ideally within human rights sector
- Master’s degree in political science, public policy, social science, international studies, or related field
- A broad advocacy and communications skillset, including: strategy development, alliance-building, campaign implementation and materials development
- Demonstrated experience in organizational development support
- Proven ability to engage constructively with a variety of stakeholders, including governmental organizations
- Excellent research, analytical, writing, and presentation skills
- Excellent command of Russian and a good command of English are required
- Excellent knowledge of the CIS region, good understanding of the Eurasian Economic Union structure and its agreements with member states
- Thorough understanding of migration issues in CIS region would be an asset
- Knowledge of international migration related laws such as Global Compact for Migration, ILO 97, 143, IOM documents and resolutions, Global Forum on Migration and Development
- Experience working on donor-funded development or human rights projects is desirable
