Economic Recovery Team Leader – Maracaibo At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. DRC is currently seeking a highly qualified Economic Recovery Team Leader based in Maracaibo, Zulia State, Venezuela.

About the job:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.

General objective of the position

• Supervise, provide technical support and guide the members of the Economic Recovery team.

• Ensure the quality of the planning, execution and monitoring of all technical aspects of the Economic Recovery activities carried out by DRC at the base.

• Establish and maintain good relationships with affected people, relevant stakeholders and other humanitarian actors, in order to support the proper implementation and coordination of DRC sector activities.

Sectoral responsibilities:

The Team Leader must have solid technical experience in the logistical and operational management of food assistance projects, preferably with WFP or other humanitarian organizations. The ability to plan and supervise the reception, storage, and mass distribution of food baskets at delivery points is required, ensuring inventory control, traceability, and compliance with quality standards, transparency, and accountability. The Team Leader must demonstrate the ability to define and organize efficient distribution circuits within the site, aimed at optimizing beneficiary flow, reducing waiting times, and guaranteeing orderly, safe, and efficient deliveries. The profile should include experience coordinating field teams, organizing community distribution points, and liaising with local leaders and authorities. Furthermore, proficiency in basic logistics tracking and reporting tools (inventories, post-distribution reports, reconciliations) is expected, along with the ability to monitor progress, manage operational risks, and resolve issues in high-pressure environments. Knowledge and application of humanitarian principles and cross-cutting approaches such as protection, AAP, gender and inclusion are essential, ensuring safe, dignified and culturally appropriate distributions.

Geographical scope (base)

This function has an operational focus at the base level, ensuring compliance with DRC procedures and guidelines in the field. The function contributes to the development of operational and programmatic strategies at the base, which translate into action plans and daily tasks.

Main responsibilities

Management

  • Leading and managing the team (including workforce planning, performance, well-being and development)
  • Ensure effective planning for implementation and quality execution of sector and support activities
  • Ensure daily monitoring and quality of Economic Recovery interventions at the grassroots level
  • Provide technical support and input to economic recovery teams

Programs and operations

  • Ensure efficient and effective execution of programs, respecting the budget and work plan.
  • Participate in the preparation of monthly, quarterly and annual summaries/reports, as well as proposals and budgets for donors.
  • Lead the team in carrying out project monitoring and evaluation exercises.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues relevant to the sector.
  • Coordination with communities, institutions and other humanitarian actors in the area of ​​economic recovery.
  • Represent DRC at relevant technical coordination meetings and other gatherings.
  • Ensure integration with other DRC sectors (Protection, WASI, Disaster Preparedness).

Project preparation and execution

  • Oversee the execution and monitoring of projects, ensuring the collection of information and the measurement of indicators established in the logical frameworks, needs assessments, and impact evaluations. This includes monitoring the collection of baseline and exit data, project management plans (PMPs), and other evaluation tools.
  • Monitor the quality and completeness of documents and supporting materials related to the delivery of aid (means of verification), ensuring that they comply with the standards defined by MEAL and the technical coordination, and that they are uploaded and registered in a timely manner for validation.
  • Supervise and/or facilitate the implementation of the workshops or activities required by the program, in accordance with the identification of needs and goals of the projects.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures in relation to budgets and provide timely information on budget monitoring.
  • Proactively plan and coordinate the logistics and movement of personnel to and from different operational areas.
  • Initiate the acquisition processes and ensure their proper execution.
  • Ensure that distribution plans are prepared and shared with the logistics department in a timely manner.
  • Ensure a protective approach to humanitarian aid deliveries, in accordance with the guidelines established in the care protocols.

As a team leader, the position holder is responsible for the following:

  • Manage the staff working on Economic Recovery at the base.
  • Ensure that work plans and tasks agreed upon by the immediate supervisor are executed on time.
  • Manage the employee recruitment application process, as well as conduct annual performance reviews (under the close supervision of the immediate supervisor)
  • Identify professional development needs and ensure the training of your team, both continuously and through specific training programs.
  • Ensure that the base teams know, understand, apply, and respect the DRC Venezuela regulations.
  • Report staff misconduct/infractions to the area manager and participate in disciplinary processes

Experience and skills:

  • A minimum of 3 years of experience in mid-level or senior management positions, preferably in the field of humanitarian response and migrant protection, within an international or local NGO, a United Nations agency, a competent ministry or a local authority.
  • Minimum of 3 years of practical experience in the Food Safety sector or in Logistics/Supply Chain, working for an international or local NGO.
  • Proven management skills and competence in people management.
  • Commitment to learning and applying the organization’s policies and procedures.
  • Excellent knowledge of MS Word, Excel and PowerPoint.
  • Full professional command of English (B2-C1 level desirable).
  • Field experience.
  • Proven experience in coordinating and collaborating with local authorities, community organizations, business associations, and small businesses.

Education:

  • Specialist from a university in Economics, Administration, Accounting, Industrial Engineering, or related fields.
  • A Master’s degree in Political Science, International Development, Economics or another related specialty is valued.
