JOB PURPOSE
Under the direct authority of the Shelter program Officer, the Shelter Program Assistant is responsible for implementing ACTED’s shelter rehabilitation programming, including site assessments, coordination and consultation with relevant local authorities / stakeholders, development of BOQs, overseeing vendor identification, certifying program deliverables and management of Enumerators. The Shelter Project Assistant will represent ACTED at the field level and ensure the smooth implementation of quality programming that meets the needs of identified beneficiary community.

OBJECTIVES
Under the direct authority of the Shelter program Officer, the Shelter Program Assistant is responsible for implementing ACTED’s shelter rehabilitation programming
He/she is fully responsible for his/her activity in terms of quality, respect of the targets, bill of quantities, respect of the budget and deadlines.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Shelter officer/ Engineer and indirectly under the PM and DPM, the Shelter Assistant’s responsibilities include:
- General Responsibilities
The main responsibilities of the Sub Engineer will include but are not limited to the following:
- Provide overall technical assistance to ACTED construction projects, from their planning to their implementation and monitoring
- Assess damage / capacity of housing and collective centers, conduct beneficiary registration
- Advice on repair priorities as in-line with program goals and protection mandates
- Identify works required and prepare designs and cost estimates
- Supervise works conducted by contractors and/or direct implementation
- Enumerators and daily workers Advise on vendor quality and contracting arrangements
- Manage quality and quantity control
- Liaise with shelter ownership and inhabitants to communicate and confirm all project deliverables
- Responsible for ensuring contractors work in compliance with technical specifications and quality standards
- Monitor and evaluate performance of service providers
- Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets
- Support the Supply section in all tender exercises for the procurement of construction services
- Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved
- Prepare weekly and monthly progress reports and maintain the relevant project records
- Coordinate with Shelter Program Manager, Program Officer, and Engineer, Sub Engineer, field logistics and finance team to ensure required activities are conducted in a timely manner
- Ensure a sound handing over of facilities to project beneficiaries
Reporting
- To collect photos of program implementation and ensure that donor visibility is respected.
- Assist in the identification and location of beneficiaries when requested.
- Weekly Report on the implementation of activities as per specific program and donor requirements.
- Bi-weekly report including the monitor of changing in the market during the implementation of the project.
- Prepare a weekly plan and share it with the Sub Engineer.
- Provide a monthly report about the general Markets situation in the areas of intervention, the changes and challenges.
Administration and Other Tasks
- Maintain an efficient, organized system of paperwork and reporting for field work
- Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.
- Monitor the quality of work done by staff under your supervision and their adherence to ACTED internal policies
- To perform other duties as requested by the project and country management team
KEY PERFORMANCE INDICATORS
- 90% achieve the target of BNFs registration plan
- 90% of initial HHs shelter BOQs match the needs
- 100% of final HHs shelter BOQs match the needs
- 100% supervise the shelter rehabilitation work in the field and ensure the requested quality
- 100% inform the line manager about any delay in daily plan or achieved target in the field in daily basis
- 100% keeping the data updated updo date in daily basis.
QUALIFICATIONS
- Bachelor of Arts in civil or architecture Engineering
- Minimum of 2- years of experience in this or other relevant fields, previous NGO experience is an advantage (previous engineering or technical officer positions in Shelter, WASH&SNFI, WASH, Site maintenance sectors in Acted is an advantage)
- Resident of Deir ez-Zor Governorate or able to reside in Raqqa Governorate during the project period at least.
- Ability to travel locally,
- Fluency in Arabic, good English language skills (spoken and written)
- Good reporting skills including computer skills in Microsoft Office, specifically Microsoft Word, Microsoft Excel
- Have good command over project management and implementation skills, strong decision making,
- Ability to learn new systems quickly and effectively
- Organized and flexible, ability to respond to changing priorities
- Ability to work independently on own initiative, assess risk and make plans accordingly
- Demonstrable high level of interpersonal skills and patience
- Good organizational skills and accuracy
