COOPI is looking for a Programmes Officer in the DRC
Present in the DRC since 1977, COOPI has significantly increased its interventions in the country in response to the conflicts of the last 20 years. Starting in Kivu, where its first intervention took place, COOPI’s activities have expanded to most crisis zones, implementing emergency programs for displaced populations and victims of war, with a particular focus on nutrition, food security, and child protection. In provinces emerging from crisis, COOPI is committed to implementing multi-year projects to ensure a transition from emergency relief to development and to guarantee harmonious and sustainable growth. COOPI facilitates a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements approximately a dozen projects funded by the World Bank, the European Union, AICS, the ICC, and UN agencies.
Job objective
Under the supervision of the Programs Officer, the Programs Officer will be primarily responsible for monitoring the implementation of COOPI DRC projects , ensuring the quality of activities. The Programs Officer will be based in Kinshasa, with travel to all intervention areas.
Responsibilities
- Contribute to the implementation of the program strategy and support the coordination of COOPI’s interventions in the DRC
- To monitor the implementation of ongoing projects ;
- Organize and coordinate the monthly monitoring of projects in collaboration with project managers, the M&E manager and the administration;
- Support and control the correct financial and logistical management of projects in coordination with project teams , administration and logistics;
- Coordinate the collection of information and contribute to the drafting of quality reports, in accordance with donor requirements;
- To actively contribute to the capitalization of COOPI projects in the DRCÂ ;
- Maintain good relations with the implementing partner and local, civil, traditional and community authorities for the successful completion of the project ;
- Gather lessons learned and implement case studies to facilitate future programming and strategic directions;
- Identify capacity-building needs and support the organization of technical training for project teams (project cycle, monitoring/supervision, funding procedures, COOPI internal tools, etc.)
- Contribute to the development of new project proposals (data collection, drafting of sections, consolidation of annexes);
- Any other task necessary for the proper functioning of the program as requested by the Program Officer.
Candidate Profile
Essential
- University education (Bac + 5);
- 2 years of experience in the humanitarian sector in program management and/or coordination ;
- Excellent reporting ability;
- Excellent command of French and English is essential;
- Ability to work under pressure, within short deadlines;
- Strong ability to work in an intercultural context;
- Sense of organization, management and planning;
- Ability to work in a team and in a multicultural context;
- Good negotiation skills and experience interacting with members of community, religious and state authorities at different levels;
- Flexibility and ability to work in a very difficult context , under pressure, in an environment that is often uncomfortable and unstable in terms of security;
- Excellent stress and isolation management.
Desirable
- Master’s degree in the field of international cooperation;
- Knowledge and experience in the country;
- Previous experience with COOPI and knowledge of its procedures ;
- Knowledge of the Italian language;
- Work experience in French-speaking African countries ;
- Knowledge of landlords’ rules and procedures;
- Knowledge of humanitarian and/or development project management tools;
- Skills in communication, networking and representation in a humanitarian context.
