Acted Democratic Republic of Congo
The Democratic Republic of Congo faces a protracted humanitarian crisis, marked by ongoing armed conflict, massive population displacements, climate shocks, and recurring epidemics such as cholera, mox, and measles. These combined dynamics have a lasting impact on the living conditions of displaced, returnee, and host populations, particularly in the eastern provinces and certain areas of the west of the country.
In this context, Acted primarily operates in the provinces of South Kivu, North Kivu, Tanganyika, North Ubangi, and South Ubangi, through projects funded by organizations including the US Department of State, ECHO, FCDO, SDC, the Humanitarian Fund, and CDCS, to address the immediate humanitarian needs and persistent vulnerabilities of the most affected populations. To strengthen the coverage and complementarity of its interventions, Acted works in coordination with several operational partners and is a member of humanitarian consortia.
This coordination enables Acted to implement rapid, multi-sectoral emergency responses to address life-saving needs related to conflict, forced displacement, natural disasters, and health crises. Interventions include food assistance, shelter and essential household items, Water, Hygiene and Sanitation (WASH), site management and coordination (SMC), and education in emergencies, with particular attention paid, from the very first humanitarian mile, to the protection and dignity of vulnerable people. In South Kivu, Acted is also a key player in the Rapid Response Mechanism (RRM), contributing to rapid and coordinated responses to population displacement and sudden shocks.
In parallel, Acted develops interventions aimed at strengthening the resilience of communities, through support for livelihoods, agricultural recovery, food security and local economic recovery, in order to reduce vulnerability to recurring shocks.
Acted also provides structural support to civil society organizations (CSOs) by strengthening their organizational and operational capacities. This support includes assistance in structuring local initiatives and establishing cascading funding mechanisms, enabling CSOs to develop activities directly related to local issues and priorities identified by communities.
Finally, Acted is progressively integrating environmentally sensitive approaches into its programs, aiming to preserve ecosystems and protected areas, reduce the environmental footprint of its interventions, and promote low-carbon solutions. Through its support of communities, Acted encourages the development of sustainable income-generating activities and a greener local economy, contributing to the protection of natural resources while strengthening livelihoods.
Main role and responsibilities
Under the authority of the Area Coordinator and the Country Logistics Manager, the Area Logistics Manager is responsible for managing the procurement chain for the implementation of the area’s program, as well as managing cross-cutting logistical needs such as fleet, fuel, premises, goods, and communications. They will ensure that all logistics operations in the area comply with donor and Acted procedures, best practices, and national regulations, with a focus on the principle of value for money. They will also lead, provide technical support to, and contribute to the skills development of the area logistics teams.
Main responsibilities
1. Ensure an efficient and timely supply chain for the area (considering the area’s logistics activities as support for other areas if necessary)

- Traceability
2. Contribute to efficient and transparent cross-functional logistics management in the area (considering logistics activities in the area as support for other areas if needed):
- Fleet and transport management
- Fuel management
- Asset management
- Premises management
- Communications and IT Management
3. Ensure that all logistical operations in the area comply with donor and Acted procedures
4. Contribute to the implementation of safety and security guidelines in the area, in particular SOPs and plans.
5. Manage the logistics teams at the area level, coordinate and facilitate access to information for the FLAT teams in the area
Qualifications and skills required
- At least 2 to 3 years of professional experience in logistics, supply chain management and/or security management and procedures;
- Ability to train, mobilize and manage international and national staff;
- Flexibility and ability to multitask under pressure;
- Ability to work in unstable and frequently changing security environments;
- Advanced proficiency in written and spoken English;
- Prior experience abroad is an asset;

Terms
- Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €3400 and €3600 net per month (before income tax)
- Monthly living expenses allowance $300
- Guesthouse accommodation and meals provided by Acted
- Social security, supplementary health insurance (MSH) and repatriation assistance (SOS International) are covered by Acted.
- Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
- Visa fees covered by Acted
- A week of pre-departure preparation including 4 days of immersive safety training
- Option to have a 30-minute call with a tax consultant
- Psychological support (appointment with a professional)
- This position is classified as an international position in Acted’s recruitment framework. Eligibility for an international contract is therefore required.
