The Strengthening and Inter-institutional Coordination Officer will provide specialized technical support to Indigenous Autonomous Governments in advocacy processes, with the aim of strengthening Indigenous leadership in risk management processes within their territories, thereby reducing the impact of natural and man-made disasters on Indigenous communities. They will develop and implement the project’s Annual Operating Plan, which includes monitoring and tracking activities and stakeholders. They will also provide the Means of Verification and participate in the Mission’s programming.

The main activities you will perform are the following:

Objective 1 (Priority): Influence and Coordination in Disaster Risk Management (DRM)

Lead the advocacy strategy and coordination between indigenous governments and state institutions for emergency response.

  • Strategic Planning: Design and plan the intervention in DRR for oil spills and forest fires, adapting it to the sociocultural and economic context.
  • Institutional Strengthening: Provides technical assistance to communities and strengthens the capacities of local institutions with intercultural and gender approaches.
  • Alliances and Agreements: Develops specific agreements and work plans with public and private entities.
  • Impact on Technical Spaces: Participates in dialogue tables and civil defense platforms from the district to the national level.
  • Quality and Technical Control:
    • Ensures technical quality, identifies “bottlenecks” and raises early warnings.
    • Conducts monitoring visits, quality control, and provides feedback to the team on operational risks.
    • Update and share rapid response tools in communities.
  • Project Management and Auditing: Improves standard procedures, verifies compliance with donor policies, and collects verification evidence for audit processes.

Objective 2: External Relations and Strategic Alliances

Strengthen the organization’s positioning and network of contacts in the country.

  • Institutional Representation: Establishes and maintains relationships with authorities, UN agencies and NGOs, efficiently representing the organization.
  • Knowledge Management: Identifies best practices and lessons learned to raise the quality of discussion on technical platforms.

Objective 3: Mission Monitoring and Strategy

To ensure the flow of information and the fulfillment of management objectives.

  • Alert Monitoring: Immediately reports any implementation alerts in Disaster Risk Management projects.
  • Operational Coordination: Works in close collaboration with the program team to ensure the achievement of project objectives.
  • Progress Report: Issues ongoing reports on the progress of actions to the relevant hierarchical levels and units

Academic Background

  • Qualification: Law, Social Sciences or related fields.
  • Postgraduate degree (Desirable): Organizational Strengthening.
  • Specialization (Desirable): Public policy advocacy, Indigenous Rights (Amazon), DRR and International Cooperation.

Key Experience

  • Experience: 3 years in Disaster Risk Management projects in Amazonian areas.
  • Focus: Capacity building with social and indigenous organizations.
  • Emergencies (Desirable): Humanitarian interventions for hydrocarbon spills.

Technical Knowledge

  • Governance: Indigenous territorial planning and rights regulations.
  • Systems: Operation of SINAGERD and Public Management.
  • Advocacy: Development of advocacy plans and participation in decision-making spaces.
  • Management: Results-oriented approach and strategic context analysis.

Cross-cutting skills

  • Integration: Protection, gender and risk management approaches.
  • Relationship building: Development of alliances between the public sector, private sector and communities.
