The Disaster Risk Management Specialist will provide specialized technical support in Disaster Risk Management to the Awajún Autonomous Government, with the objective of strengthening Indigenous leadership in risk management processes within the territory, thereby reducing the impact of natural and man-made disasters on Indigenous communities. They will develop and implement the project’s Annual Operating Plan, which includes monitoring and tracking activities and stakeholders. They will also provide the Means of Verification and participate in the Mission’s programming.

The main activities you will perform are the following:

Objective 1: Capabilities in DRM and Early Warning Systems

  • Technical Assistance: Provides technical training in indigenous communities and support to regional teams to implement Early Warning Systems.
  • Plan Management: Updates and disseminates rapid response tools and participatory emergency plans.
  • Impact Monitoring: Develops indicators to measure capacity building in local and autonomous indigenous governments.
  • Advocacy and Dialogue: Participate in technical working groups and civil defense platforms to address emergencies caused by floods and forest fires.
  • Quality and Improvement: Monitors technical quality, identifies bottlenecks, and promotes the use of innovative tools throughout the project cycle.
  • Compliance: Ensures the verification of donor policies and collects means of verification for internal audit processes.

Objective 2: External Relations and Alliances

  • Representation: Establishes links with authorities, UN agencies and NGOs to represent the organization in the technical sector.
  • Knowledge Management: Identifies good practices and lessons learned to strengthen technical platforms and national projects.

Objective 3: Mission Monitoring and Strategy

  • Alert Management: Report critical implementation situations immediately, specifically in the Awajún territory.
  • Operational Coordination: Collaborates with the program team to ensure the timely achievement of objectives.
  • Progress Report: Keeps hierarchical leaders informed about the progress and evolution of actions in the field.

Academic Background

  • Degree: Environmental Engineering, Forestry, Agronomy, Social Sciences or related fields.
  • Postgraduate studies: Disaster Risk Management and/or Public Management.
  • Specialization (Desirable): Rights of Amazonian indigenous peoples, International Cooperation or Humanitarian Aid.

Key Experience

  • Experience: 3 years in Disaster Risk Management projects in Amazonian areas with indigenous communities (Desirable).
  • Interventions (Desirable): Humanitarian aid in emergency contexts and development of public-private partnerships.
  • Systems and Regulations: Operation of SINAGERD, DRR processes and indigenous rights regulations.
  • Operational Management: Implementation of community Early Warning Systems and information management in emergencies.
  • Specialized Tools: Community risk maps, family/community emergency plans and reactive management.

Strategic Capabilities

  • Public Management: Knowledge in results-based management and formulation of DRR plans in the Amazon.
  • Analysis: Ability to diagnose data and context for the technical improvement of projects.
