Horn Africa Consultants Firm (HACOF) is a regional development consultancy firm with operational presence across the Horn of Africa, including Kenya, Somalia, South Sudan, and Ethiopia, HACOF provides technical advisory, research, monitoring and evaluation, and programme management services to international development partners, donors, and implementing organisations working in fragile and conflict-affected settings.

POSITION OVERVIEW

The GIS Analyst and Data Dashboard Specialist will be responsible for the spatial analysis and visualisation of programme monitoring and evaluation data, the design and maintenance of the programme’s results tracking dashboard, and the production of geographic and thematic data visualisations for use in evaluation reports, learning products, and donor communications. This position will be mobilised during evaluation and reporting phases and will work under the technical direction of the Team Leader.

Key Responsibilities

  • Design, build, and maintain an interactive and web-accessible results tracking dashboard that enables the programme management team to monitor progress against Results Framework indicators in near-real time, drawing on data inputs from quarterly TPM and partner reporting cycles.
  • Develop and update GIS maps and spatial data visualisations documenting the geographic coverage of programme activities, the distribution of civic actors and networks, and trends in civic space conditions across Somali states, regions, and localities.
  • Produce thematic and infographic-style data visualisations for inclusion in evaluation reports (Baseline, Midline, Endline), donor updates, and learning briefs, using ArcGIS, QGIS, Power BI, Tableau, or equivalent platforms.
  • Support the social network analysis component of the Midline and Endline evaluations by developing network maps and visualisations.
  • Work with the Research Officer to ensure that datasets collected during assessments and TPM cycles are structured in a manner compatible with dashboard and GIS analysis requirements.
  • Advise the Team Leader and Research Officer on how spatial data and geographic visualisation can strengthen the analysis and presentation of programme findings.
  • Ensure that all data visualisation products maintain accuracy, are contextually appropriate, and do not inadvertently expose programme participants or partner locations to security risks.
  • Provide training and orientation to MEAL team members and programme staff on the use of the results dashboard and on basic data visualisation principles as needed.
  • Maintain documentation of all dashboard configurations, data pipelines, and GIS datasets to support handover and sustainability of the monitoring system.

Qualifications and Experience

  • A minimum of 5 years of professional experience in GIS analysis and/or data visualisation in a development, humanitarian, or research context.
  • Demonstrated proficiency with GIS platforms (ArcGIS, QGIS, or equivalent) and data visualisation tools (Power BI, Tableau, D3.js, or equivalent).
  • Experience designing and maintaining results tracking dashboards for development or humanitarian programmes.
  • University degree in geography, information science, statistics, computer science, or a related field.
  • Experience working with mobile data collection platforms and the integration of field-collected data into GIS and dashboard environments.
  • Prior experience producing maps and spatial analyses of Somalia or the wider Horn of Africa is a strong advantage.
  • Familiarity with network visualisation tools (Gephi, NodeXL, or equivalent) is an asset.
  • Ability to produce outputs in accessible formats and to explain spatial and statistical findings to non-technical audiences.
